“It is painful that the Government, which wants teachers to have degrees as a minimum requirement, continues to pay me as a diploma holder,” he said. Tugume is not alone. Vincent Elong, the national chairperson of the Uganda Professional Science Teachers’ Union (UPSTU), said several teachers who upgraded are still on the diploma scale despite having degree qualifications.
