A Kampala Capital City Authority (KCCA) law enforcement officer has been charged with rape before the Buganda Road Chief Magistrate’s Court and remanded to Luzira Murchison Bay Prison.
Ismail Osena, 36, appeared before Buganda Road Principal Magistrate Jalia Bassajjabala, but was not allowed to plead to the charge because rape is a capital offence triable by the High Court.
State Attorney Dianah Masiwe told court that investigations into the case were still ongoing and asked for an adjournment to allow the prosecution team to complete their inquiries.
The principal magistrate adjourned the case to October 19, 2026, for mention.
Osena is accused of unlawfully having carnal knowledge of a 23-year-old woman (name withheld) without her consent on September 22, 2026, at ABC2 New View Guesthouse in Kampala.
He was charged with rape contrary to sections 110 and 111 of the Penal Code Act, Cap 128.
Section 110 defines rape as unlawful carnal knowledge of a woman or girl without her consent, while section 111 provides that a person convicted of rape is liable to suffer death.
According to the charge sheet, Osena is a resident of Salaama Road, Makindye Division, Kampala, and a law enforcement officer at KCCA.
The case was registered at Central Police Station, Kampala, under Police Case Reference CRB 1106/2026 and registered at Buganda Road Chief Magistrate’s Court under file number BUG-CO-1466/2026.
According to a police brief dated September 30, 2026, the allegations arose from an incident on September 22, involving Osena and Julius Mukisa, 21, who were reportedly on duty at Church House along Addis Road in Kampala.
It is alleged that Osena and Mukisa encountered the victim, and that Mukisa arrested her before handing her over to Osena.
The police brief further alleges that Osena took the victim to ABC2 Guesthouse, where they had sexual intercourse.
After the encounter, Osena allegedly gave the victim sh20,000 for transport.
Police further allege that Mukisa later asked Osena to obtain the victim’s telephone number, which was subsequently used to contact her.
In her statement to police dated September 28, 2026, the victim said she is a university student.
She stated that on September 22, 2026, she had gone for a meeting at CEPWA Plaza in Kampala and, after the meeting, while crossing Wilson Road, two men approached her and accused her of stepping on KCCA flowers.
According to her statement, the two men told her that she either had to pay a fine of sh100,000 or buy 50 jerrycans of water.
She told them that she was a student and did not have the money, but the men allegedly told her they were taking her to an office where she would pay sh700,000.
The victim stated that the men moved with her towards Nakivubo side, saying they were taking her to an office, and that she was scared because she was new in Kampala.
She said they entered a dark room, where one of the men remained outside while a tall, light-skinned man entered with her.
The complainant alleged that the man grabbed her by force as she tried to resist, overpowered her, undressed her and had sexual intercourse with her as she cried for help.
According to the victim, she later managed to push him away and ran out of the building, but could not recall its exact name.
According to her statement, she was nervous and in pain and had bruises before returning to her home in Namugoona, where she stays with her brother.
The victim said she did not initially tell her brother what had happened.
She stated that on September 27, her brother saw photographs on her phone which she said had been sent by the alleged rapist. She said the photographs showed her naked and crying.
She then told her brother that the men had raped her in downtown Kampala and that they could have obtained her WhatsApp number from the building after undressing her.
She further alleged that she was threatened that if she did not send money, the photographs would be posted on social media.
Cyber harassment case
In a separate case before the same court, Mukisa was charged with cyber harassment.

Prosecution alleges that between September 23 and 27, 2026, at various places in Uganda, including Kampala Central Division, Mukisa used a computer through WhatsApp and telephone number 0748910042 to post messages and make requests, suggestions or proposals to the complainant, which were allegedly obscene, lewd, lascivious or indecent.
Mukisa denied the charge, and the magistrate entered a plea of not guilty on his behalf.
He was remanded to Murchison Bay Prison, Luzira, until October 19, 2026.
Mukisa was charged under sections 24(1) and 24(2)(a) of the Computer Misuse Act. The law defines cyber harassment to include using a computer to make a request, suggestion or proposal that is obscene, lewd, lascivious or indecent.
Upon conviction, cyber harassment attracts a fine not exceeding 72 currency points (sh1.44m), imprisonment for a term not exceeding three years, or both. A currency point is equivalent to sh20,000.
Mukisa is described in the charge sheet as a KCCA employee and a resident of Namasuba.
His case was registered at Central Police Station under Police Case Reference CRB 1126/2026 and Buganda Road Chief Magistrate’s Court under file number BUG-CO-1480/2026.
The two accused persons are facing separate charges.
