To lure his victims, security said, Ssekidde claimed he was Maj. Gen. Kiwanuka, an employee of the State House. Under the contract, security sources added, Ssekidde, who acted as a representative of the Government of Uganda, signed a three-year contract worth $993,600,000 per year, translating into $2.98b (about sh7 trillion).
On October 17, 2025, Ssekidde (Pictured) signed yet another similar contract with Col. Rizea, who advanced money suspected to be in billions of shillings to Ssekidde.
