Muntu blasts Parliament for ‘selling jobs, ’ calls out executive complicity

The Alliance for National Transformation (ANT) presidential candidate Maj. Gen. (rtd) Mugisha Muntu has accused Members of Parliament of shirking their constitutional duty by failing to pressure the executive over the alleged sale of government jobs by the district service commission and other government agencies.


Muntu, who has so far traversed over 60 districts during his campaign trail, reports that he is getting reports from the public claiming that jobs are sold at the district local administrations and ministries, where the majority struggle to attain quality education.

“Every Ugandan knows that jobs are being sold like tomatoes in the market,” Muntu said. “If MPs cannot stand up to a president who treats public office as his private estate, then who will? The people are tired of empty promises and empty pockets.”

It all started at Kapelebyong when Janet Wanichan Akello asked Muntu how he plans to tackle corruption at the district service commission, where those who are seeking government jobs are enticed to pay sh8m bribe to be able to pass the interviews.

Addressing the campaign gathering at Oderai ward, Kapelebyong town council in Kapelebyong district, the tough-talking Muntu vowed to crack down on the corruption cartel, which he said starts from the Ministry of Public Service going downwards to the district service commission.

“I have never heard about the legislators discussing he outrage against selling jobs. I have never heard the Parliament pushing the executive on the sale of jobs, and it is as if the issue of the sale of jobs is normalised in our country,” he lamented.

Muntu’s outburst came amid growing public frustration over a string of corruption scandals and an alleged ‘job‑sale’ racket at different Ministries

According to the former army boss, MPs have become ‘silent spectators’ while the presidency commodifies public offices, undermining meritocracy and national development.

The ex-army commander insists the practice has turned appointments into market transactions, with influential officials allegedly demanding kickbacks for positions ranging from district health officers to school inspectors.

“As ANT, corruption is our enemy number one. Unless we wipe out corruption, Uganda will never develop under any leader, even if Gen. Yoweri Kaguta Museveni left office today,” Muntu admitted.

We pledge to fight corruption with a systematic and deliberate approach until we wipe it out of this country, he promised.

“We shall arrest all the corrupt. My solution to all these forms of corruption is simple, your future depends on the choices you will make in January 2026. Until we capture the top seat in the country, expect no solution for any form of problems in this country,” he confessed.

Corruption is the reason why we do not have drugs in our hospitals, it is the reason why our teachers, health workers, the police and the army are not paid decent salaries to be able to perform their duties well, he assured.

At Oditei trading centre in Kapelebyong, Muntu faulted the public for voting for corrupt leaders as a result of the money they received in exchange for their votes.

“Each one of you has his or her own consequences, but our focus is to make sure that we put in a system of governance which will create an environment for people to make their own money with dignity”, he suggested.

Those who expect money from presidential candidates will have to wait for Museveni, who will squeeze you for more than five years.

“I do not want people to like me, love me or even vote for me if they do not want to hear the truth and my approach that I am pushing to make this country work for us all,” he disclosed.

Vote out Museveni:

The conditions of Kapelebyong have been the same for over 20 to 30 years under the ruling National Resistance Movement (NRM) government in power, and that’s why we need to solve the main problem and then deal with one problem at a time.

“It is not good to keep complaining without solving any problem. The biggest problem is at the top, and that’s why we are here to tell you why you should vote Gen. Museveni out of power,” he proposed.

Is there any time you have voted in opposition and neglected NRM? Muntu asked.

“Why hasn’t the government worked for you to address all these problems you are raising? It is because you have been taken for granted, and that’s why you should vote out NRM candidates.

To be able to solve Uganda’s problems, all of us need to vote for a new team of honest leaders to fix the challenges of Ugandans, he resolved.

Recent months have seen heightened scrutiny of Uganda’s employment sector. In October 2025, the Anti‑Corruption Court in Kololo dismissed an appeal by Michael Naboya Kitutu, brother of Minister Mary Goretti Kitutu, who is charged with receiving stolen iron sheets meant for Karamoja, a case that has become emblematic of graft at the highest levels.

Simultaneously, civil‑society groups have documented over 500 complaints of job‑sale scams, with whistle-blowers alleging that some officials in the Office of the President maintain a ‘price list’ for coveted posts.

ANT party's Women League leader, Angelina Osege, called for urgent legislative action: ‘Parliament must pass a whistle-blower protection act and amend the public service act to impose severe penalties for job‑sale conspiracies, she suggested.

Muntu reiterated his five‑point agenda for governance reform, emphasising transparent recruitment, institutional accountability, and strengthening anti-corruption courts.

He pledged to create an independent public service integrity unit that would report directly to the president and be empowered to nullify any appointment found tainted by bribery.
