Who are the panga-wielding thugs terrorising Makindye?

Sseremba had barely settled down to rest when the endless cries of a neighbour disrupted the quiet evening. The neighbour, a university student, was under attack. A group of young men had reportedly broken into her house and were stealing her belongings, including phones and a laptop. Sseremba rushed to intervene. But the attackers appeared ready for him. As he confronted them, one of the assailants slashed his hand with a panga. 

In April this year, the gang resurfaced, attacking university students and residents, sometimes in broad daylight. At one point, a woman operating a dairy shop in Simbwa zone was attacked and robbed of her money as shocked residents watched helplessly.
