KAMPALA - The Buganda Road Chief Magistrate, Ronald Kayizi, has declined to release on bail a TikTokker accused of ridiculing and insulting the Kingdom of Buganda and Kabaka Ronald Muwenda Mutebi II.
Geofrey Mugisha, 25, also a businessman, was on Tuesday (May 20) denied bail on grounds that his bail application lacked merit.
The Magistrate noted that the applicant's bail application forms involved forgery of an LC letter, which is a criminal offence.
"Therefore, this court declines to grant the applicant bail, and you're hereby remanded until June 4, 2025, when you will be returned to this court for mention of your case," ruled Kayizi.
Mugisha alias “Kempaka,” a resident of Munyonyo in Wakiso district, is accused of spreading hateful content using his TikTok account under the username @Kempak2.
The charge
Prosecution alleges that during the month of April, 2025, at various places in Central Division, Kampala in Kampala district, and Wakiso, Mugisha alias Kempaka, wilfully and electronically recorded himself, sent or shared hate speech using a computer system through the TikTok account @kampaka2 stating that:
“…………you Baganda are failures, accept that you failures, none of you can lead any person, none of you is wise, about 20% are wise, 80% are fools, very few wise ones cooperate with the government, the rest are fools, idiots,……….Baganda, accept that you are failures because you failed a long time ago…….even the person you call the Kabaka is not the Kabaka, the Kabaka of Buganda is President Museveni, the President of Uganda, and in case he leaves power, we shall bring Muhoozi…. We shall gradually change Baganda to Banyarwanda……..I should not see a person of a big nose calling himself a Muganda, Buganda has changed, Buganda is ours, Your Highness Kagta Museveni, long live.”
According to the prosecution, the recording is likely to ridicule, degrade, or demean a tribe, to wit, Baganda.
