Teso MPs appeal to President Museveni over former Speaker Among

A section of Members of Parliament (MPs) from Teso sub-region have appealed to President Yoweri Museveni to "forgive" former Speaker Anita Annet Among and revealed that the Bukedea legislator needs medical treatment.

The legislators made the appeal during a press briefing the regional caucus held late on Thursday, July 2, 2026. The event, which took place at Parliament's South Committee, was addressed by MPs who had earlier been hosted by Among at her home in Nakasero city suburbs.  

One legislator who chose anonymity said that the group enlisted the help of a "powerful" personality to relay their request to President Museveni.  At the time of filing this report, the New Vision parliament team had not confirmed whether the appeal had formally been delivered to the President's office.

Background

Among was placed under house arrest in mid-May this year pending completion of investigations into allegations of high-caliber corruption, accumulation of illicit wealth and abuse of office during her tenure as presiding officer of the August House.

Throughout this ordeal, sources say access to her residence has been restricted to close family members.

Until today, when an MP who requested anonymity said they secured permission to visit Among after several unsuccessful attempts.

MPs prayers

However, Silas Aogon (Kumi Municipality, Independent) said that the caucus was distressed by the condition in which they found her.

“When it comes to matters of health, we would prefer the doctor to be the right person to give you someone's health condition. She (Among) says she has a blood clot on one of her legs, has blood pressure and blood sugar issues, which is diabetes,” Aogon reported. The team did not substantiate the statements. 

Circumstances, he argued, warrant clemency to allow Among to seek medical care at a facility that is befitting of her stature. Failure of which, Aogon said the situation might be construed as a backstabbing of Among. Whom he claims served the country and the ruling National Resistance Movement (NRM) religiously.

“To a certain extent, you can see there is betrayal. Because where you had people who were with you twenty-four seven (24/7) turn against you and be the ones who are championing negativity against you, that is right to be betrayal,” Aogon claimed without giving details or names.

Biblical allusions

To catch the attention of the President, leaders including Peter Paul Emaju (Kasilo County, NRM) went to great lengths, including quoting Psalm 103:13.  

“In exercising your wisdom and compassion, Your Excellency, may you remember the humble contributions that the Rt.Hon. Annet Anita Among has made in the service of Uganda and extend her mercy, forgiveness and reconciliation. We make an appeal as Teso Parliamentary Group to you, not only as President of the Republic of Uganda but also as a father of our nation,” Emaju cited. 

Before reminding President Museveni that, “as the scripture reminds us, as the father has compassion on his children, so the Lord has compassion on those who fear him.”

Timing 

One might ask where they have been for the past two months since Among’s arrest. However, an MP confided that many at the time were reluctant to speak out for fear of jeopardising their chances of securing ministerial appointments.

Adding that they were in disarray since their caucus leadership had not been elected at the time.

The MPs now say the timing of their latest move is intended to draw the attention of President Yoweri Museveni, hoping he may provide guidance on the matter during the upcoming NRM Central Executive Committee (CEC) meeting over the weekend. 

The night press conference was held a few hours after several senior employees at Parliament were reportedly arrested and charged over allegations of embezzling sh32 billion.

Those arrested included Parliament publicist Chris Obore, Daniel Adilo (Executive Secretary in the Office of the Speaker), Leonard Okema (Principal Research Officer), Rajab Kaaya Ssemalulu (Principal Protocol Officer), Emmanuel Okwi Emuron (Capacity Development Officer) and Uganda Parliamentary SACCO Chief Executive Officer Methods Murebe.

The officials were reportedly apprehended by the Inspectorate of Government (IG) team before they were charged before the Anti-Corruption Court.

We respect accountability but also pray that humanity be exercised. Let her be permitted to get treatment. Her livelihood is frozen, how does one survive in such a situation? That is why we are making this appeal today, because even criminals are given treatment and food to eat.

What we saw was really on humanitarian grounds. We respect the law; accountability can continue. Meanwhile, we pray that the President listens to our voice and has mercy or compassion. So that she can gain her freedom. All of us know how active she is. You can imagine such an active person to now just be there. Her health is not good; she is emotionally and psychologically tortured. She needs to see the outside world and represent her people.
