Makindye boda rider shot dead for ignoring policeman's order

Police Constable Allan Okello has been arrested in connection with the fatal shooting of a 38-year-old boda boda rider in Kanaba Village, Ndejje, in Makindye city suburbs.
Preliminary reports from the Uganda Police Force indicate that the motorcyclist on Saturday, August 29, 2026, attempted to ride through the restricted area prohibiting any movement during the mandatory cleaning exercise.
“Police Constable Allan Okello, a police officer attached to Ndejje Police Station, has been arrested. Investigations are underway to establish the circumstances under which he discharged his firearm, resulting in the death of the rider,” reported Kampala Metropolitan Police (KMP) Spokesperson Racheal Kawala, said in a statement issued on August 29. The deceased was identified as 38-year-old Kizito Ronald Jjuuko.
In a different report, Makindye –Sabagabo, Municipality, Resident District Commissioner, Simon Mawerere told New Vision that the motorcycle rider was shot before the 7:00 am mandatory start time for the national cleaning exercise.
In July this year, Uganda introduced the three-hour (7:00am to 10:00am.) community sanitation exercise on the last Saturday of every month throughout the country.
Mawerere said the civilians who "arrested" the cop handed him over to Katwe police station.
Despite the shooting, Mawerere said the cleaning exercise in Makindye –Sabagabo was conducted successfully.
On Saturday, Ugandans conducted the second mandatory monthly National Cleaning Day, running from 7:00am to 10:00am. During these three hours, Ugandans cleaned homes, neighbourhoods, markets, schools, health facilities, places of worship, roads, drainage channels and other public spaces.
The Nationwide campaign emphasizes citizenry's active role or keeping their communities clean, healthy, and safe. Jessica Alupo, the Vice President, launched the campaign on July 25 at Katwe taxi park in Kampala.
