Isaac Lutwama Mugandazi
MITYANA - Land dealer Isaac Lutwama Mugandazi has been remanded for allegedly defrauding Christine Najjemba, an 83-year-old widow.
The remanding on September 24, 2025, followed his arrest in a joint operation carried out by both the State House Anti-Corruption Unit (SHACHU) and the Criminal Investigation Directorate upon advice from the office of the Directorate of Public Prosecution (ODPP).
“SHACU, in collaboration with CID and the ODPP, have filed charges against Lutwama at Mityana Chief Magistrate's Court. The charges against him include fraudulent procurement of a certificate of title; forgery; uttering false documents; making a false declaration in a matter relating to land; and conspiracy to commit a felony.”
The SHACU statement indicates that, “it is alleged that between April and July 2019, in Kasalaga village, Mityana District, Lutwama and other individuals still at large forged and presented powers of attorney, falsely claiming they had been granted by Najjemba.”
“Lutwama is accused of conspiring with others at the Mityana Ministry Zonal Office (MZO) to fraudulently obtain certificates of title for land comprised in Busujju Block 56, Plots 249, 113, 106, 100, 121, 125, 126, 122, 70, 112, 114, and 101. He then allegedly sold a portion of the land belonging to Najjemba.”
The suspect was remanded until October 25, 2025.
