Accounting officer at Uganda’s Nigeria mission to be replaced — PS Bagiire

Bagiire said Tusubira was recalled on August 20, 2026, with immediate effect after what he described as acts of indiscipline.

The recalled accounting officer of Uganda's High Commission in Abuja, Nigeria, Eriya Tusubira, will be replaced over alleged indiscipline, the Ministry of Foreign Affairs permanent secretary, Vincent Bagiire, has said.

Bagiire told New Vision Online on Monday (August 24) that Tusubira called the Nigerian Police to the Commission premises in Abuja on May 8, 2026, and caused a fracas in the embassy.

Tusubira reportedly called the Police to quell a strike by 17 local staff, who had gone for months without pay.

“We proposed that the finance ministry’s permanent secretary and secretary to the treasury (PSST), Ramathan Ggoobi, relieve him of his duties as the accounting officer. Initially, the PSST had reinstated him, but we put our case forward, so, we are going to change the accounting officer. But we have also recalled him to the headquarters [in Kampala],” Bagiire said.

Bagiire said Tusubira was recalled on August 20, 2026, with immediate effect after what he described as acts of indiscipline.

“He called the Police in the mission and created a fracas in the embassy, shouting, and so on. I think it’s a matter of indiscipline, really. An embassy that practices diplomacy should not be a place where people operate like they are in a marketplace. Now, also to call the Police in an embassy is entirely wrong, because embassies enjoy privileges and immunities,” Bagiire said.

He noted that those privileges and immunities the embassy enjoys mean that the Police cannot enter its premises.

“But now this is a junior officer inviting the Police into the premises of the embassy. That is out of order, totally out of order.”

Efforts to get a comment from Tusubira were futile by the time of filing this story.

The Commission is the official diplomatic mission representing Uganda in Nigeria and other accredited countries in the West African region.

It serves as a bridge between Uganda and Nigeria, promoting diplomatic relations, bilateral cooperation, trade, investment, cultural exchange, and the welfare of Ugandan citizens there.
