More than 100,000 primary and secondary school teachers on government payroll have served for over five years without promotion, while many others have retired without ever advancing in rank, raising concerns among those joining the profession.
The reform will allow teachers to rise through the professional ranks while remaining in the classroom, marking a significant departure from the current arrangement where advancement is largely tied to administrative positions.
