KOBOKO - National Unity Platform (NUP) presidential candidate Robert Kyagulanyi has promised a range of constitutional reforms to reduce the powers of the presidency.

According to him, Uganda is experiencing governance crisis, which he says stems from concentrating authority in one individual.

“In the new Uganda, the President will no longer appoint judges or control the courts,” Kyagulanyi said.

“The President will have no power to appoint the Electoral Commission. Institutions must serve the people, not an individual," he said on Friday during his campaign rally at Koboko Boma ground.

Kyagulanyi said his proposed reforms would ensure that the judiciary, Electoral Commission and other oversight bodies regain autonomy and credibility, helping restore citizens’ trust in the state.



“Ugandans deserve independent institutions,” he said. “A president should not be the one deciding who becomes a judge, who supervises elections, or who runs key government agencies. That is how dictatorship is built.”

He also promised to strengthen Parliament’s oversight role, saying MPs must be empowered to check the executive without fear of reprisals.



Kyagulanyi told supporters that limiting presidential authority would prevent future leaders from abusing power and ensure that Uganda never again descends into authoritarian rule.

He urged Ugandans to rally behind reforms that strengthen governance, arguing that deep institutional change is the only way to secure lasting peace and development.

“Uganda’s future cannot depend on personalities,” Kyagulanyi said. “It must depend on strong institutions. That is the Uganda we are fighting for.”
