The Alliance for National Transformation (ANT) presidential candidate Maj. Gen. (rtd) Mugisha Muntu declared on Friday, November 21, 2025, that, if elected, his administration will establish a public university in the Sebei sub-region.
Addressing a campaign rally at Kitobo trading centre, Gubogoi parish, Kabeywa sub-county in Kapchorwa district, Muntu linked the proposed institution to his broader agenda of quality education, equitable development, anti‑corruption, and wealth creation.

Sebei, comprising the districts of Bukwo, Kween, and Kapchorwa, has long campaigned for a higher‑education hub. Recent statements by President Yoweri Museveni confirmed the government’s policy of allocating one public university per zone, noting that universities have already been set up in Lango, Teso, and Acholi.
Muntu echoed this policy, asserting that Sebei’s turn has arrived and that ANT will fast‑track the project within its first term.
“The people of Sebei deserve the same opportunities that other regions enjoy,” Muntu said.

“We will construct a government university here, and it will be a centre of excellence for science, technology, and agriculture,” he said, adding that the institution would create jobs, spur research, and retain talent that currently migrates to Kampala or abroad for greener pastures.
Muntu’s pledge comes amid a whirlwind tour of the sub-region, where he also promised an agricultural bank, better roads, clean drinking water, and a national health insurance scheme.
The promises are part of ANT’s manifesto to revive cooperative societies, strengthen extension services, and provide affordable credit to smallholder farmers in all regions of Uganda.

During President Yoweri Museveni’s visit to the sub-region, the NRM flagbearer announced a parallel commitment to establish an industrial park and public university in Sebei, emphasising the need for “one public university per zone” and urging local leaders to allocate land for development.
The President’s remarks were made at a campaign rally in Kween district, where he outlined NRM’s achievements and future plans, including environmental protection measures and disaster preparedness funding.
Voters' Voices:
Simon Gimei, of Lwanda village, Nyembeki parish, Kabeywa sub-county in Kapchorwa, said that they only have affiliated branches of private and public universities in Uganda, but without a public university.
“This is the reason why our children are not employed at the district service commission because they did not have money to study in Kampala and at the top government institutions in the country,” he claimed.

Fiona Asiimire Faith, a teacher at Kaserem Secondary School, said that there has been tribalism at the district service commission regarding the appointment of teachers on the government payroll.
“When they find that you do not come from Sebei and never studied at Makerere University or Kyambogo, you cannot easily access a job. This is why we need our own public University here because some of us got married here and we have our families here,” Asiimire said.
Hassan Mugusho, from Kubilat village, Sirimityo parish, Kaserem sub-county in Kapchorwa, said that they have been voting Museveni, thinking that he will fast-track and give them a University, but they have long waited for that.
“Many people here vote for President Museveni because he has fought Karamojong cattle raiders in the areas, and people are peaceful. Now that he has done that, we want a university or else we vote for Muntu, who has promised us,” Mugasho threatened.
Kiboi B cell chairperson in Gubogoi parish, Saul Kimwenda, recalled broken promises, especially regarding compensation for families displaced by landslides and forest evictions.
Muntu acknowledged these hurdles, stating, “Corruption has been the biggest thief, robbing Sebei of its potential. Under ANT, we will deploy auditors, digitise recruitment, and ensure every shilling reaches its intended purpose.”
He urged residents to hold leaders accountable and to reject transactional politics.
