Adjumani MP-elect Leku takes oath

After the death of Ali, the Clerk to Parliament notified the Electoral Commission of the vacant parliamentary seat in accordance with Article 81(2) of the Constitution.

The newly-elected Member of Parliament for Adjumani West County, James Pili Leku, has formally taken his seat in the 12th Parliament, pledging allegiance to Uganda and committing himself to the responsibilities of representing his constituents.

Leku took the oath of allegiance and the oath of a Member of Parliament today (September 29) at 2:22pm after being ushered into the chamber following permission from Speaker of parliament Jackson Merksons Oboth.

Dressed in a blue suit, white shirt and yellow tie, with a matching yellow handkerchief tucked into his jacket pocket, Leku walked into the parliamentary chamber accompanied by the Government Chief Whip, Dr Jane Ruth Aceng, and several MPs from West Nile.

His swearing-in follows his election in the September 17 by-election held to fill the vacancy created by the death of the former 2nd Prime Minister, Gen (rtd) Moses Ali, the former MP for Adjumani West County, who died on July 18, 2026.

After the death of Ali, the Clerk to Parliament notified the Electoral Commission of the vacant parliamentary seat in accordance with Article 81(2) of the Constitution.

The Electoral Commission subsequently conducted the by-election on September 17 and communicated the results to Parliament, formally paving the way for Leku to take his seat in the 12th Parliament.

Upon entering the parliamentary chamber, Leku took the required oaths before the Speaker, formally completing the constitutional process for assuming his parliamentary responsibilities.

After the ceremony, Oboth congratulated Leku and welcomed him to the 12th Parliament.

“Congratulations and welcome to the 12th Parliament. The front seat is reserved for ministers. Don't sit there thinking its reserved for new members,” Oboth joked.

The Speaker also briefed Leku on the practical workings of the House, including the sitting arrangements in the Chamber.

The Speaker further informed Leku that the Chief Whip would take him through a brief induction to help him familiarise himself with parliamentary procedures and the workings of the House.

To further support the new legislator in his duties, the Speaker handed him copies of the Constitution of Uganda and the Rules of Procedure of Parliament.

“These will guide you in your work,” the Speaker said.

Oboth asked the Chief whip to take him through familiarisation tours of how the House committees work and the constitutional and procedural framework governing MPs.
