Why corruption suspects escape justice after fleeing Uganda

“Combatting corruption requires more than just harsh punishment for individual perpetrators. This is because corruption has grown from individual crime to syndicate- or system-facilitated crime. In other words corruption is one of the organised crimes of global proportions, which facilitate other crimes such as terrorism, human trafficking, and trafficking in drugs. Combatting corruption, therefore, requires interventions that would check the systems and the various points in the corruption syndicate chain.”
