Use cameras to identify people littering Kampala, Museveni tells KCCA

President Yoweri Museveni has directed the Kampala Capital City Authority (KCCA) to work with the Police using cameras to apprehend and bring to book people who litter the city.

According to Museveni, the rampant flooding and strewn rubbish in the city is due to indiscipline and has called for the culprits to be identified and penalised as a motivator for the habit to stop.

Museveni made the call while commissioning the Kampala Flyover project Lot 1 at the Queen's Way on March 5, 2025. The project cost $81m with support from Japan through the Japan International Co-operation Agency (JICA).

JICA Uganda chief representative Uchiyama Takayuki said on top of the flyover, Japan has supported the installation of modern traffic lights in the city and that soon, JICA will embark on the construction of the new Jinja-like Karuma bridge.

Works state minister Musa Ecweru said boda-bodas and slow-moving trucks will not be allowed on the newly commissioned Queen’s Way flyover.
