URA links TIN to NIN to improve tax compliance

The Uganda Revenue Authority (URA) has launched a system under which the National Identification Number (NIN) will become an individual's Taxpayer Identification Number (TIN). URA Commissioner General John Musinguzi Rujoki said the move is aimed at improving revenue collection and supporting the Government’s target of increasing the tax-to-GDP ratio to about 20% over the next five years.
Speaking at the My Identity Expo and Symposium 2026 at Kololo Ceremonial Grounds, Musinguzi said proper identification is essential for effective government services, including taxation.

“There is no government that can effectively serve its people without proper regulation and proper identification. Taxation will be one of the services to be built on this foundation, as URA has only five million registered taxpayers against over 37 million registered people with NIN,” he said.
He said the new system will address challenges associated with the previous TIN system, under which it was possible for one person to have multiple TINs. The move is part of efforts to use national identification as a foundation for improving public services and revenue collection.

The My Identity Expo and Symposium 2026, organised by the National Identification and Registration Authority (NIRA), started today and will run until October 1. It is sponsored by MTN Uganda, Kampala Capital City Authority (KCCA), Uganda Revenue Authority (URA), National Information Technology Authority – Uganda (NITA-U), Tahaluf and Bank of Uganda.
