Vice President Jessica Alupo on Tuesday told the International Women in Finance Forum in Russia that women continue to play a critical role in the development of their countries.
Alupo said that the emancipation of women is not only critical in Africa but also on the global platform
The inaugural forum is held ahead of the third Russia–Africa Summit scheduled for October 28–29, 2026, in Moscow, Russia
Alupo told the meeting that Ugandan President Yoweri Museveni has championed the women's cause, noting that since 1986, when the National Resistance Government came into power, Uganda has taken the lead in Africa, in the effort of enabling women to participate effectively in all matters that affect humanity.
She noted that there are a number of women in the leadership of the country, starting with her as Vice President, the Prime Minister and two of her deputies, the principal judge, several cabinet ministers, judicial officers and public servants.

There are also women leaders in the private sector. The Vice President said there are thousands of women in Uganda who head their households, which is common in many African countries, Alupo said.
She said Uganda has made special provisions for the girl child and women, including those with disabilities, in all its financial enhancement programs.
“In education, affirmative action grades are given to women, and recently, we have more women than men graduating from our universities,” Alupo said.
She expressed confidence that the New Development Bank, an initiative of the BRICS+ Movement, will be a tool for friendly corporate financing, for which women entrepreneurs can take full advantage.
She said Uganda will keep its doors open, with the possibility of hosting a regional hub, for the BRICS Women Business Alliance.
Anatoly Aksakov, Chairman of the State Duma Committee on Financial Market, Chairman of the Association of Banks of Russia Council, who opened the forum, said women are playing a critical role in political and economic leadership.
“Women have taken power into their hands, political and financial power, and they know how to ensure stable development. They continue to participate in the political progress of Russia despite the obstacles that the country faces both internally and externally,” Aksakov said.

He said Africa is going to be one of Russia’s critical partners, just like Asia, where both regions are cooperating well. He said Africa’s participation in the meeting is important in ensuring the deepening of the Russia-Africa ties.
Anna Nesterova, Chair of the Russian Chapter of the BRICS Women's Business Alliance, said women need to get acquainted with international platforms where they can network with each other.
Galina Karelova, Chairwoman of the Eurasian Women’s Forum, said women need to look at the opportunities that are presented by global challenges like artificial intelligence.
“There are so many things happening in our lives; women must rethink those phenomena and understand them.”
The one-day forum convened by the Association of Banks in Russia is, among other topics, discussing female leadership in a multipolar world.
“We will showcase the practical experience of female financiers in adapting to geopolitical and technological shifts, while also discussing emerging forms of leadership and risk management,” part of the forum program said.
