Uganda Prisons promotes 258 senior officers in major leadership shake-up

Uganda Prisons Services has approved the promotion of 258 senior officers in the service in a major reshuffle aimed at strengthening leadership across the national correctional system.

The promotions elevate officers across various ranks, from Assistant Superintendent of Prisons (ASP) to Assistant Commissioner of Prisons (ACP).

According to the official breakdown, 20 officers were elevated to ACP, 27 to Senior Superintendent of Prisons (SSP), 34 to Superintendent of Prisons (SP), 134 to Senior Assistant Superintendent of Prisons (SASP), and 43 to ASP. 

Uganda Prisons spokesperson CP Frank Baine Mayanja announced the promotions on Wednesday, stating they reflect a recognition of exemplary service and are part of ongoing efforts to reward merit and improve operational efficiency.

“The Commissioner General congratulates all the promoted senior officers,” Baine said, reading a message from Prisons Commissioner General Dr Johnson Byabashaija. 

“He strongly commends their unwavering discipline, high level of professionalism, and continued commitment to the service.”

The mass promotion of senior officers is part of a broader, ongoing effort to restructure and expand the UPS following a comprehensive review of the service's staffing structure. 

This structural expansion introduced newly elevated departments and increased the number of divisions from 55 to 64. 

It also created specialised command roles across regional hubs and prison farms, opening up multiple top- and mid-level vacancies that necessitated these senior appointments.

The senior advancements coincide with a massive wave of promotions for junior staff. 

Recently, the 36th Prisons Council, meeting at Luzira, approved the elevation of 4,996 junior officers ranging from Lance Corporals to Principal Officers.

Promoting the 258 senior officers simultaneously ensures the managerial and supervisory hierarchy remains balanced as thousands of junior staff move up the ranks.

Within the UPS, ranks from ASP to ACP are critical for field command. 

Officers at these levels manage major correctional facilities, serve as Regional Prisons Commanders, or head specialised units such as agricultural projects, medical services, and legal affairs. 

The heavy concentration of promotions in the mid-senior tier—particularly the 134 Senior Assistant Superintendents—directly addresses the need for robust, "boots-on-the-ground" leadership at regional and station levels.

Unlike junior promotions, which are largely handled internally by the Prisons Council based on vacancies, senior officer elevations require strict institutional clearance. 

They are heavily scrutinised and approved by the Prisons Authority, which operates under the Ministry of Internal Affairs. 

The rigorous vetting process weighs factors such as operational discipline, clean human rights records, years of service, and the completion of advanced leadership training at the Prisons Academy and Training School.

The newly approved promotions take immediate effect and are expected to significantly boost morale and enhance service delivery within the Uganda Prisons Service.
