“Anyone found in unauthorised possession of the attire will be prosecuted,” Mubaje said, imploring the district kadhis to wear the cloak during official functions as an instrument of power.

The Uganda Muslim Supreme Council (UMSC) has introduced the official robe for its district kadhis as a safeguard against impersonation.

Speaking at the launch of the attire on Wednesday, August 20, 2025, Mufti of Uganda Sheikh Shaban Ramadhan Mubaje said they are in the process of gazetting the attire and its designs for legal protection.

“Anyone found in unauthorised possession of the attire will be prosecuted,” Mubaje said, imploring the district kadhis to wear the cloak during official functions as an instrument of power.

Mubaje also urged the kadhis to always adhere to the UMSC Constitution while executing their duties.

“You are all aware of the sharp challenges we have gone through in the recent past. We humbly express our profound gratitude to almighty Allah (God), who sheltered us and enabled us to sail through. It is now time we marshal all our efforts and resources to enhance development within our structures.”

Mubaje encouraged the district kadhis to emulate his 'visionary leadership', which he argued has enabled the Muslim council to design a self-sustaining financial mechanism, which has smoothened its operations without dependence on external aid.

“You can see what is happening in the Arab world, such as endless and shameful conflicts and wars. Having the Holy Koran and the Hadiths of Prophet Muhammad (Peace be upon him), we should not copy ungodly acts that promote division, hatred, and schisms,” Mubaje said.

Mubaje said his leadership will not accept any foreign embassy from any Muslim country to dictate to them on how to run and manage the affairs of the Muslim council.

“We have our constitution, and it is one that shall guide us on what to do, but not foreign embassies,” Mubaje said.

Luweero district kadhi Sheikh Ramadhan Mulindwa welcomed the attire, saying it is going to save them from impersonators.

“As Muslims, we have not been wearing official attire, and this has been portraying us as disorganised compared to other religions. We are, therefore, very grateful to the visionary leadership of the Mufti,” Mulindwa said.

During the function, Mubaje also revealed that he had been re-appointed as co-chair of African Council of Religious Leaders for another term of five years.

Mubaje said, while he had long requested to retire, having occupied the position for the last 25 years, the assembly, which took place in Kenya, unanimously turned down his request, reasoning that being, a senior member, they still needed him.
