Uganda and Azerbaijan sign MOU on visa waivers

The visa waiver is intended to facilitate the movement of officials from the two countries as engagements intensify.

On the sidelines of the 19th Ministerial Review Meeting of the NAM, Uganda and Azerbaijan, on October 15, 2025, signed a Memorandum of Understanding (MoU) on visa waivers for Diplomatic and Service/Official Passport holders.

The visa waiver is intended to facilitate the movement of officials from the two countries as engagements intensify. 

This MoU follows the signing of another MoU on Political Consultations and subsequent engagements to deepen and strengthen bilateral cooperation between the Embassy of Uganda in Tehran (accredited to Azerbaijan) and the authorities in Azerbaijan.

David Muhoozi, the Minister of State for Internal Affairs, signed for the Republic of Uganda, while Samir Sharifov, the Deputy Minister of Foreign Affairs, signed for the Republic of Azerbaijan, a media release from the ministry of Foreign Affairs has announced.

The ceremony was witnessed by Oryem Henry Okello, Minister of State for International Affairs. 

On August 19 1995, the Republic of Azerbaijan and the Republic of Uganda signed a protocol on the establishment of diplomatic relations. Contacts with the Republic of Uganda are mainly carried out through the Embassy of the Republic of Azerbaijan in Ethiopia.

Sharifov's visit to Kampala this year was the second of a high-profile team from Baku.

In February this year, the Ministry of Defence and Veteran Affairs hosted a high-profile delegation from Azerbaijan, led by the Counsellor Rustam Hasanli.

During a visit to Headquarters in Mbuya, Kampala, Minister Huda Oleru expressed gratitude to the delegation for choosing to engage in international cooperation with Uganda.

Hasanli's visit was a reciprocal gesture to the October 2024 visit to Azerbaijan by Lt Gen James Mugira, the Managing Director of the National Enterprise Corporation (NEC).

While Mugira was in Azerbaijan, the two parties agreed to explore areas of collaboration within the Defence industries, particularly through NEC’s joint ventures such as Proheli International Services Ltd, which specialises in the maintenance, repair, and overhaul of helicopters.
