Six charged over possession of PLE examination papers

Six people have been charged with unauthorised possession of examination papers, materials or information relating to the Primary Leaving Examinations (PLE).

The accused appeared before City Hall Senior Principal Grade One Magistrate Nicholas Aisu and were charged under Section 25(1) of the Uganda National Examinations Board Act, 2021.

The offence carries a maximum penalty of five years’ imprisonment, a fine of up to sh20 million, or both upon conviction.

The accused are Dickson Tugeineyo, 35, Deogratius Opio, 36, Ismail Madete, 18, William George Olwa, 31, Bruno Lyazi, 34, and Nathan Ssebulonde alias Jungle, 28.

Tugeineyo and Ssebulonde pleaded guilty to the charge, while Opio, Madete, Olwa and Lyazi denied the charges.

The prosecution alleges that between September and October 2026, in Kisaasi, Nakawa Division, Kampala, and other places in Uganda, the accused and others still at large were found in possession or control of examination papers, materials or information purporting to relate to the content of the PLE examinations in Mathematics, Social Studies, Integrated Science and English.

The examination materials are a monopoly of the Uganda National Examinations Board (UNEB).

Represented by lawyer Amos Kuuku, the accused persons asked court for disclosure of the prosecution evidence. They also instructed the lawyer to apply for bail.

State Attorney Mercy Yamangusho told court that investigations into the matter are still ongoing and asked for another date.

The magistrate remanded the accused to Luzira Prison until October 19 for mention of the case, presentation of brief facts and the hearing of the bail application.
