Police have arrested a 25-year-old security guard over the illegal possession of government stores after he was found with four live rounds of ammunition, authorities have said.

The suspect, identified as Alfred Okongo Owona, was arrested on Wednesday (January 7) following a tip-off from supervisors at Hipos Security Company, where he had allegedly attempted to sell the bullets.

Confirming the arrest, Savannah Regional Police Spokesperson Sam Twiineamazima said the incident was reported at around 7:30am, prompting an immediate Police response.

“We received information from Hipos Security Company that one of their supervisors had detained an individual who was trying to sell four live bullets at their offices,” he said.

A team from Luwero Town Council Police Station, led by the officer in charge of crime intelligence, responded to the scene and re-arrested the suspect.

A body search conducted at the station recovered four live bullets concealed in his jacket, Police said.

Further interrogation established that Okongo is an employee of Securex Security Company Limited based in Kampala, and had been deployed to guard Crown Paper Factory in Kawempe Division.

According to Police, preliminary investigations indicate that the suspect allegedly stole the ammunition from a company firearm on January 2, 2026, after completing a night shift.

“He is suspected to have removed the ammunition from the firearm, handed over the gun to a colleague who was reporting for the day shift, deserted his place of deployment and later travelled to Luwero with the intention of selling the bullets,” said Twiineamazima.

Police investigations are ongoing to establish whether the suspect acted alone or is linked to a wider network involved in the illegal trafficking of arms and ammunition.

The Savannah Regional Police have urged members of the public, especially private security companies, to remain vigilant and promptly report any suspicious activities involving firearms or ammunition.

“We appeal to the public to continue co-operating with security agencies by reporting any information related to illegal possession or movement of arms and ammunition,” said Twiineamazima.
