The reshuffle of Resident District Commissioners (RDC) and Resident City Commissioners (RCC), including their deputies and assistants is scheduled for October, the Permanent Secretary Office of the President, Haji Yunus Kakande, has revealed.
Kakande said some of the RDCs and RCCs who have not performed to the expected standards will be dropped. “We shall have other options for non-performing RDCs/RCCs,” he said.
Kakande was responding to a request from the Rakai RDC, Sarah Kiyimba, to be transferred on grounds that some of the politicians in the district were hostile to her, especially after the 2026 elections.
“I am suffocated in Rakai; I request to be transferred to another district,” Kiyimba said. The National Resistance Movement (NRM) party swept the majority of the political positions, right from President, Parliament, district, councillors and other lower local government
Kakande promised to transfer Kayimba to another district, which is calm. “My daughter Kiyimba, we shall look for a calm district where we shall place you; some of the problems you are raising are not of your own making,” he said.
Kakande congratulated RDCs whose districts and cities elected the ruling NRM party flagbearers, including President Yoweri Museveni.
Last year, it took the intervention of the NRM party Vice Chairperson, Haji Moses Kigongo, to reconcile Kiyimba with some of the MPs from Rakai.
Recently, the Local Government Minister, Balaam Barugahara, described Kiyimba as one of the best performing RDCs during his tour in the greater Masaka region as part of his campaign against corruption.
On the promised salary increments for RDCs/RCCs, Kakande said it will not be possible in the current financial year. He said the Government took a position to first handle teachers, adding that RDCs will have their salaries increased in the financial year 2027/28.
Kakande said the Government will also procure more vehicles for some of the RDCs and their deputies who missed out. "We will purchase over 100 vehicles for the affected RDCs and their deputies," adding that plans are underway to find transport means for assistant RDCs.
He warned RDCs and RCCs to stop mishandling vehicles. “Those vehicles we gave you are your own. The problem is you give them out to your wives, husbands, friends and relatives who sometimes mess up with them. Please do routine mechanical checkup to save them from breaking down,” he implored.
Kakande said that the Government has finalised plans to equip offices of RDCs with furniture in the north and eastern regions of the country where some new districts were created.
