KAMPALA - President Yoweri Museveni has promoted 11 senior prison officers to the rank of Senior Commissioner and Commissioner of Prisons following recommendations by the Prison's Authority.
Uganda Prisons Service announced this promotion in the latest appointments approved by President Museveni. The appointments are contained in Service Orders Part II Number 07/2026 issued on July 1 by the Commissioner General of Prisons, Dr Johnson Byabashaija.
According to the service orders, the President made the appointments under Article 172(1) of the Constitution and Section 10(c) of the Prisons Act, 2006, on the advice of the Prisons Authority.
“The latest promotions are expected to strengthen leadership within Uganda Prisons Service as the institution continues to execute its mandate of safe custody, rehabilitation and reintegration of offenders while maintaining professionalism across its ranks,” Byabashaija observed.
He added, “The appointment, which takes immediate effect, is aimed at strengthening leadership within Uganda Prisons Service as the institution continues implementing key reforms."

Byabashaija called on the promoted officers to maintain professionalism and commitment in their service and urged them to be exemplary to their juniors.
The new promotion saw five officers being elevated from Commissioners of Prisons to the rank of Senior Commissioner of Prisons, while six Assistant Commissioners of Prisons were promoted to Commissioner of Prisons.
The five officers, who were promoted to Senior Commissioner of Prisons are; Aliyo Naatukunda, Geraldine Prossy Najjuma, Stephen Lugonda, James Emotu and Moses Ssentalo.
The six elevated to the rank of Commissioner of Prisons are: Godwin George Lenga, Fred Kajjubi Kayongo, James Cockers Okiror, Francis Xavier Elubu, Mary Centenary and Christine Peace Babirye.
