Police say their own accused of assaulting shop attendant faces criminal charges

Police have confirmed that Assistant Superintendent of Police Clive Nsiima, the officer captured in a viral video assaulting a female shop attendant at a select shop in Kyanja, will today, Monday, October 13, 2025, appear before the Kampala Capital City Authority (KCCA) Court to face criminal charges.

Speaking during the weekly joint security briefing at Police Headquarters in Naguru, Kampala, Police spokesperson Rusoke Kituuma said Nsiima had already appeared before the Police’s disciplinary tribunal on Tuesday and Friday last week, where internal proceedings were conducted in accordance with the Force’s code of conduct.

“Clive Nsiima appeared before our disciplinary tribunal on Tuesday and Friday last week,” Kituuma said, adding that:  “Today, he will be arraigned at the KCCA Court to face criminal charges related to the assault incident.”

Kituuma noted that while Nsiima had been detained and subjected to disciplinary action, details of the tribunal’s findings and decisions would be shared later once he receives a formal brief from the relevant departments.

“I have not yet received a detailed brief on the outcomes of the disciplinary proceedings,” he explained.

“However, I am certain that Nsiima went through the process and was given a chance to be heard. I will communicate the final details once they are officially submitted to me.”

The Police spokesperson reiterated that the Force condemns the officer’s conduct, describing it as a gross violation of the Police Disciplinary Code of Conduct.

“What he did was totally against our disciplinary standards,” Kituuma said.

He added: As the Uganda Police Force, we do not condone acts of violence or misconduct by our officers. He will face both disciplinary and criminal charges to ensure accountability.”

He added that the Police Force remains committed to upholding professionalism and maintaining public trust by taking firm action against officers who tarnish its image.

“The best we can do is make sure that due process takes its course,” Kituuma said. “We will continue ensuring that officers who act outside the law are held to account, both internally and through the courts of law.”
