Police investigate fatal electrocution of builder at Makindye site

Police on Sunday, November 30, 2025, said they were investigating an incident in which a construction worker was killed after coming into contact with an electricity wire while plastering a house in Makindye Division, Kampala District.

Luke Owoyesigyire, the Kampala Metropolitan Police Deputy Spokesperson, said the incident occurred in Bruno Zone, Lower Konge, in Makindye Division.

"The Territorial Police at Kabalagala Police Division are investigating an unfortunate incident of electrocution that occurred today, Sunday, November 30, 2025, at around 12:30pm, in Bruno Zone, Lower Konge, Makindye Division, Kampala," Owoyesigyire said.

He explained that preliminary findings indicate that the deceased, Basalira, a 19-year-old male resident of the area, was working on the second floor of an unfinished building, plastering an exterior wall located very close to high-voltage three-phase electricity lines.

"Due to the unsafe proximity, he accidentally came into contact with the power lines and was electrocuted instantly," Owoyesigyire said.

A second victim, Emmanuel Owemugisha, was also shocked while attempting to help the deceased and is currently admitted to Mulago Hospital in critical condition.

"Our first responders, including detectives and Scene of Crime Officers documented the scene, recorded relevant statements, and conveyed the body to the City Mortuary, Mulago, for postmortem. No arrests have been made so far, and inquiries are ongoing," Owoyesigyire added.

Police reminded the public, especially construction site owners, builders and casual labourers, to strictly observe electrical safety guidelines.

Some of the guidelines Owoyesigyire released included:

- Avoid working near live electricity lines. Always ensure a safe distance is maintained, especially when working on upper floors or external walls.

- Before construction, consult Uganda Electricity Distribution Company Limited (UEDCL) or relevant electrical authorities to assess and advise on dangerous proximity to power lines;

- Use insulated tools and protective gear when working at heights or near electrical installations.

- Report exposed, low-hanging or damaged electricity lines to the nearest police station or utility provider;

- Never attempt to rescue an electrocuted person using bare hands. Turn off the power source first or use dry, non-conductive materials;

"The public is strongly advised to prioritise safety to prevent similar tragic incidents," he stated.

He said more updates will be provided as investigations continue.
