Police in Kampala have launched a manhunt for a private security guard accused of shooting and killing a businessman in an aggravated robbery that took place over the weekend in Ntinda, under Kira Road Police Division.
The deceased has been identified as Anthony Mutinisa, a 53-year-old businessman and director of Mutinisa Motors and Driving School, who has been a resident of Bulindo, Kira municipality in Wakiso district.
“Our officers at Ntinda are investigating a tragic incident of murder by shooting and aggravated robbery that occurred on August 24, 2025,” confirmed Luke Owoyesigyire, Deputy Spokesperson for Kampala Metropolitan Police.
According to preliminary investigations, Mutinisa was fatally shot by a security guard identified as Hilary Byaruhanga, 28, who was attached to Dawn World Security.
“The shot fired by the suspect led directly to the death of the victim. After the shooting, the suspect fled the scene with the victim’s vehicle, a bag containing an unspecified amount of money, and several mobile phones," Owoyesigyire said.
The stolen vehicle, a Toyota Harrier registration number UA769BQ, is still being traced. Police recovered the alleged murder weapon, an SAR rifle with four rounds of ammunition, which was found abandoned near the crime scene and is being held as evidence.
The body of the deceased had by press time been transported to City Mortuary, Mulago, for a post-mortem examination.
“We want to extend our sincere condolences to the family and friends of the late Mutinisa. The police are putting all hands on deck to ensure that the suspect is apprehended and brought to justice,” Owoyesigyire added.
Rising security guard-linked crimes
Owoyesigyire expressed concern over the increasing number of violent crimes involving private security guards, citing similar cases recently in Kabalagala and a bullion van robbery that involved internal collusion.
“This isn’t an isolated incident. In Kabalagala, guards were involved in theft without violence, and we arrested some suspects. Others are still on the run,” he said.
“We also recall the recent bullion van incident where money was stolen after the vehicle was diverted—a crime that appeared to be well-planned over days or even weeks. These are not spur-of-the-moment decisions,” Owoyesigyire warned.
Appeal to security companies
Owoyesigyire called on private security companies to take urgent action by improving vetting processes, tightening supervision, and maintaining close cooperation with the police.
“Security companies must do more to vet the people they hire. In many of these cases, there are clear warning signs before such crimes happen,” he said.
“These crimes not only affect victims and their families but also tarnish the reputation of the security firms involved. We urge companies to consult with police if they suspect any of their personnel are planning or engaging in criminal activity.”
Police are urging the public to provide any information that may assist in locating the suspect.
“Anyone with information on the whereabouts of Hilary Byaruhanga should immediately report to the nearest police station. Your co-operation is vital,” Owoyesigyire appealed, adding that investigations are ongoing.
