Police to restrict some Kampala city roads access over NRM conference

The Police have unveiled a detailed traffic and security management plan to guide the public during the ongoing National Resistance Movement (NRM) delegates conference taking place at the Kololo Independence Grounds in Kampala city. from August 18 to 28, 2025.

Traffic and Road Safety spokesperson Michael Kananura says the conference, which started on August 18 and ends on 28, 2025, is attracting delegates from across the country, prompting adjustments in traffic flow, routing, and parking in areas surrounding the venue.

“This is a high-level event bringing together participants from all over Uganda, and we have put in place comprehensive traffic and security measures to ensure smooth movement and safety for everyone involved,” said Kananura.

Kananura stated that the main access route to the venue will be via Sezibwa Road, Golf Course, and Fairway, leading to the Kololo Ceremonial Grounds.

“Traffic will continue to flow normally on major routes, including John Babiiha Road (formerly Acacia Avenue) and Jinja Road. Motorists can also use Acacia Road through Golf Course,” he said.

However, certain roads will be restricted to VVIP access only, including the Lower and Upper Kololo terraces.

Motorists approaching from Lugogo will be diverted and advised to use Archer Road to access Jinja Road instead.

“At Wampewo Avenue, there will be a closure near Housing Finance Bank and at the Kololo traffic lights. Only authorised vehicles will be allowed through,” Kananura emphasised.

Kananura, speaking during the joint security briefing at the Police headquarters in Naguru, Kampala, on Monday, August 25, also guided on parking designations:

VVIPs will access the venue via the Eastern Gate through Wampewo Avenue and will park inside Kololo Ceremonial Grounds.

Delegates are to park at City High School and Hotel Africana.

Appeal to public

Kananura urged all motorists and conference participants to strictly adhere to the traffic plan and cooperate with police officers and other security personnel deployed in the area.

“We appeal to the public to follow the directions of traffic officers and exercise patience and discipline. This will help ensure a peaceful and successful conference,” he said.

He also advised the general public to plan their journeys in advance to avoid disruptions caused by road closures and diversions around Kololo.

“Adhere strictly to parking instructions and road diversions. Your cooperation is key to the safety and success of this important national event,” Kananura added, revealing that the Uganda Police will continue to monitor traffic and provide real-time updates throughout the duration of the conference.
