Police defend handling of alleged Kajjansi rape case amid social media allegations

The Kampala Metropolitan Police has responded to public claims of misconduct in the handling of a rape case at Kajjansi Police Station.

The allegations circulating on social media include claims that officers bypassed due process and unlawfully seized property from the home of a suspect.

In a statement issued on Monday, Kampala Metropolitan Police deputy spokesperson Luke Owoyesigyire clarified what he called the facts surrounding the case, which was officially registered on August 23, 2025, at about 11:00pm under CRB 621/2025.

According to Police, the case was reported by a 22-year-old hairdresser residing in Zana, Makindye Ssabagabo municipality in Wakiso district.

She alleges that she was raped by Ngobi Simon and another man identified only as “Chairman” after being lured to a residence in Kanan Estate, Akright, in Kajjansi.

“The complainant told us that she first met Ngobi Simon in July at a place called Katalugala, and on August 23, they arranged to meet again. She claims that after being given an alcoholic drink, she was driven to the location where the alleged assault occurred,” Owoyesigyire explained.

Police responded to the report and visited the scene with a team of crime scene investigators. Several exhibits were recovered, including beddings, HIV testing kits, and the suspected getaway vehicle—a silver-grey Subaru, registration number UBP 276F. The vehicle is currently impounded at Kajjansi Police Station to aid in the investigation.

“The victim was medically examined using the standard PF3A form and has been enrolled for specialised care as a rape survivor,” Owoyesigyire said.

Investigations also revealed that the victim allegedly locked herself in a room after the incident, which may have prompted the suspects to flee before officers arrived.

Statements were obtained from a private security guard at the estate.

Police acted within the law

Owoyesigyire addressed allegations made online, suggesting that responding officers attempted to extort money and unlawfully confiscated items.

“We take note of the concerns raised on social media. However, we must clarify that the recovery of property was part of the official investigative process. No unlawful raid or extortion took place,” he said.

“At the time of Police response, the suspects were not present at the premises. The officers acted within the bounds of the law to preserve exhibits critical to a sexual offence investigation,” he added.

Regarding the extortion allegations, Owoyesigyire called on members of the public to come forward with evidence.

“According to the posts, there are videos purportedly showing officers demanding money. If such evidence exists, we urge the public to submit it so that an appropriate investigation can be conducted. Any officer found to have acted unprofessionally will face disciplinary action,” he added.

The two suspects, Ngobi Simon and "Chairman", are currently wanted by the Police.

“We urge the suspects to come forward and record their statements so that due process can take its course and their side of the story is heard,” said Owoyesigyire, reaffirming the police's commitment to professionalism and the protection of rights for all involved.

“We condemn all acts of sexual violence in the strongest terms and reiterate our dedication to professionalism, accountability, and respect for the rights of both victims and suspects,” he said.
