Parliamentary police tasked to investigate NSSF's Temangalo land

Uganda Parliament has dispatched police officers to verify the status of the National Social Security Fund (NSSF) land in Temangalo.
Committee on Commission, Statutory Authorities and State Enterprises (COSASE) vice chairperson Counsel George Musisi (Kiira Municipality, NUP) disclosed this to New Vision on Wednesday, July 29, 2026.
This was shortly after Members of Parliament (MPs) met NSSF officials led by Managing Director Patrick Ayota.
“MD (Ayota) told us that they have issued an eviction notice to evict Nzeyi from the 100 acres which he is occupying with a house and a farm. We have asked for documentation of all that in order to determine the way forward. We have also sent our parliamentary police to give us a position of the status quo of the land including photographic evidence of what is on the land right now,” Musisi remarked.
Details of the deal
Official records show that in 2008, the National Social Security Fund (NSSF) purchased 463.87 acres in Wakiso District from businessman Amos Nzeyi and ARMA Limited which reportedly belongs to former Prime Minister (PM) John Patrick Amama Mbabazi.
However, since then NSSF MD Patrick Ayota said they had failed to reach a consensus and proceeded to issue Nzeyi an eviction order.
“After transfers, he wanted to keep the house but the condition was that land (swap) had to be adjacent to our land, squatter free and suitable to what we wanted to do. Of the swaps he has attempted, none of the pieces, he has offered meet the criteria. So, the notice of eviction is for him to get out of our land because we hold the title to what he now has,” Ayota explained.
Adding that the reason they wanted land close by is because they are constructing close to 5,000 homes that are expected to go for sales by the end of September.
MPs concerned
However, MPs, including Abubaker Kawalya (Rubaga North, NUP) expressed concern over the manner in which the asset was being managed.
In response, one of the officials Milton Owor said that while Nzeyi has a house on the land and a few cows, most of the cows Kawalya sees grazing on the land belong to neighbors.
“Let me clarify that the cattle that you sometimes see there, does not belong to Mr Nzeyi. Because the land is expansive, part of what we do is community relations. Sometimes neighbours ask us if they can; the land is there, there are no buildings,” Owor explained.
Several NSSF officials present absolved them from the saga which took place long before they were appointed. These said that if it were them in charge, they would have completed swap before an agreement was reached.
Who is responsible for the mess?
That being said, Eliab Naturinda (Ndorwa West, NRM) and Gerald Nangoli (Elgon North, NRM) contend explanations are not enough. The duo wants those responsible for the mess held accountable.
“These people from NSSF are playing hide and seek. They keep saying this happened before the came in. But I want to inform these people before us that the day, you were offered appointment letters, you took responsibility over the management of NSSF affairs. So, this question of saying they happened before you were there, should cease,” Naturinda opined.
“There are people who pulled off this deal, got their commission but knew they had signed a wrong deal. We must look for those people. All these people appearing before us, none of them appended his or her signature on the MOU. I am going to ask my chairperson to summon those people who left, the Agaba’s and the rest,” Nangoli argued.
