President Yoweri Kaguta Museveni has bid farewell to India’s outgoing High Commissioner to Uganda, H.E. Upender Singh Rawat, commending him for his service and contribution to strengthening bilateral relations between the two countries.
President Museveni made the remarks on Monday (September 21, 2026) during a farewell call by H.E. Rawat at State House, Entebbe.
“Thank you for your service in Uganda, and I wish you good luck in your next tour of duty,” President Museveni told the outgoing envoy.
H.E. Rawat was accompanied by Yogender Singh, the Second Secretary at the Indian High Commission in Uganda, and Ambassador Henry Mayega, Head of International Economic Cooperation at the Ministry of Foreign Affairs.
H.E. Rawat, who has served in Uganda for three years and three months, informed President Museveni that his mission had worked closely with the Ugandan government to advance cooperation in several sectors and deepen relations between Uganda and India.
Among the key achievements during his tenure was the establishment and operationalisation of the first offshore campus of India’s National Forensic Sciences University in Jinja, Uganda, on April 12, 2023.
The institution offers training in forensic science and security-related disciplines, contributing to cooperation between the two countries in education, scientific research, and security.
The outgoing High Commissioner also highlighted his collaboration with Uganda’s Ministry of Foreign Affairs and the Bank of Uganda on the National Payment Switch, a digital financial initiative aimed at strengthening secure cross-border remittance solutions and integrating the Ugandan diaspora into the national financial ecosystem.
H.E. Rawat is expected to return to India, where he will report to the headquarters for his next deployment.
