Museveni appoints Haruna Kasolo as acting Minister of Foreign Affairs

President Yoweri Museveni has appointed Haruna Kasolo Kyeyune as Uganda's acting Minister of Foreign Affairs in the absence of a substantive minister.

Kasolo steps into this role having recently been reappointed to the Cabinet, from Minister of State for Microfinance to Minister of State for Foreign Affairs in charge of regional cooperation.

Museveni appointed Kasolo in a June 22, 2026, letter, in exercise of the powers vested in the President by Article 99(1) of the Constitution.

"I am profoundly honoured by the trust and confidence reposed in me by H.E. President Yoweri Kaguta Museveni through my appointment as Acting Minister of Foreign Affairs," Kasolo said in a post on social media platform X on Wednesday.

"I extend my sincere gratitude to His Excellency for this opportunity to serve our nation in this capacity.

In a statement marking his assumption of office, Kasolo pledged to handle the country’s top diplomatic docket with the highest level of professionalism. 

"I remain committed to upholding Uganda’s foreign policy objectives, advancing our diplomatic engagements and serving with integrity, professionalism and unwavering dedication in the pursuit of our national interests," he said.

The duration of the acting appointment was not specified.

The acting arrangement follows the government's delayed swearing-in of some Cabinet nominees. 

One of them is Amb. Adonia Ayebare, who was nominated for the substantive foreign affairs docket.

Ayebare, alongside nominees Calvin Echodu (foreign affairs state minister in charge of international relations), Shartsi Kutesa Musherure (microfinance state minister), and Dr Lawrence Muganga (internal affairs state minister) are pending a parliamentary review regarding issues of dual nationality. 

Until the substantive minister is cleared and sworn in, Kasolo will continue to steer the ministry's diplomatic agenda pending further direction from the appointing authority.

Critical role

As acting minister, Kasolo will coordinate the ministry’s day-to-day operations, chair internal policy meetings, and represent Uganda in high-level diplomatic engagements. 

The Ministry of Foreign Affairs plays a central role in managing Uganda’s external relations.

Its mandate includes overseeing diplomatic missions abroad, advancing trade diplomacy, managing labour externalisation frameworks, and providing consular services for the Ugandan diaspora.

Additionally, the ministry coordinates regional cooperation within the East African Community (EAC) and represents the country at continental and global forums, such as the African Union and the United Nations.

Kasolo’s interim leadership comes at a critical time as Uganda expands its international engagements, particularly in trade, security cooperation, and infrastructure development.
