MPs ask 202 questions on Busega-Mpigi Express saga

“A consultant, Gauff, had been hired between 2012 and 2015 to conduct a feasibility study, prepare a detailed design, tender assistance and project management. The consultancy produced a preliminary design that was later used to award the contract on June 18, 2019. On December 19, 2019, revised drawings were issued. The new scope was actually sh680b. Bringing it to a total of sh1.2 trillion. But, given the legal ceiling of 25%, they could not extend the amount past sh684b,” Mpaka said.

Construction under way on the Busega-Mpigi Expressway, whose cost has risen from sh547b to sh1.39 trillion. MPs are seeking answers on the project’s design and procurement.
