MP committee lauds local contractor over power projects execution

Parliament's Public Accounts Committee (PAC) has lauded a local contractor for what it says demonstrates consistent delivery of government-funded electricity distribution projects within agreed timelines and budgets.
The August 4, 2026, commendation of On Track Technical was during an appearance before the MPs to account for the implementation of government contracts valued at approximately shillings seven billion.
The members of the committee cited the firm's performance as an example of efficient execution of public infrastructure projects.
The company was represented by its director, Tadeo Bwengye, and operations manager Fredrick Tinka, who presented its track record in delivering electricity distribution infrastructure through civil engineering, construction, energy and facility management services.

According to the company, its first major electricity distribution contract was awarded in 2011 by the then-power distributor, Umeme Ltd, to refurbish the Masaka Central-Mitala Maria distribution line for shillings 1.1 billion.
It subsequently undertook the refurbishment of the Mutundwe–Lubowa integration feeder in Kampala, valued at shillings 465 million, before executing the Mubende–Kakumiro 33kV feeder project worth sh615 million in 2014.
The firm's largest assignment came under the former Rural Electrification Agency (REA), operating under the Ministry of Energy and Mineral Development, where it was contracted to construct electricity distribution networks in several districts under the Community and Government Cost-Sharing Model.
The sh5.1 billion project was completed within 19 months, in line with the contractual schedule and without exceeding the approved budget.
Tinka told MPs that the company maintains strict project oversight and has implemented financial mechanisms to ensure work continues even when client payments are delayed.
"We have pre-approved facilities with several financial institutions to ensure we have access to finance as we wait for client disbursements," he said.
During the meeting, PAC members commended the firm's professionalism, adherence to project timelines and quality of work, describing it as one of the better-performing contractors in Uganda's electricity distribution sector.
The committee observed that efficient delivery of public contracts is essential in improving service delivery and ensuring value for taxpayers' money.
The recognition comes at a time when the government is investing heavily in expanding electricity access and strengthening the national power distribution network to support industrialisation, business growth and improved household connectivity.
In Uganda's 12th Parliament, the Public Accounts Committee (PAC) is chaired by Patrick Oshabe Nsamba, who is deputised by Sarah Lwansasula. The committee acts as a key financial oversight body responsible for examining Auditor General reports and holding public institutions accountable.
Efficient execution of electricity infrastructure projects remains critical to achieving Uganda's broader socio-economic development objectives.
For On Track Technical, the endorsement by Parliament's accountability committee highlights the growing capacity of local engineering firms to successfully execute complex public infrastructure projects through sound technical expertise, prudent financial management and effective project implementation.
