The Inspectorate of Government (IG) has arrested the principal human resource officer of Mityana District Local Government for allegedly causing a financial loss of sh75.6 million to government through facilitating fictitious salary payments.

The suspect, Hussein Mukiibi, 50, is accused of irregularly processing payment of salary arrears through manipulation of the Integrated Personnel and Payroll System (IPPS).

According to the Inspectorate, Mukiibi allegedly committed the offences between January 2022 and December 2023 while serving as the district’s Principal Human Resource Officer.

IG investigators say Mukiibi irregularly processed payments to six individuals, knowing that his actions would result in financial loss to the district.

The individuals include Agnes Nuwagaba, Jorum Guma, Simon Peter Okodel, Chuchu Wamala, Swafuwa Namaganda and Safina Nandege.

Mukiibi has been charged with causing financial loss, contrary to Section 19(1) of the Anti-Corruption Act, and abuse of office, contrary to Section 10(1) of the same Act.

The offence of causing financial loss attracts a maximum sentence of 14 years’ imprisonment upon conviction, while abuse of office carries a seven-year jail term.

The Inspectorate alleges that between January 2022 and September 2023, Mukiibi abused the authority of his office by irregularly placing Nuwagaba, Guma and Okodel on the government payroll using forged appointment and posting letters.

Prosecutors contend that Mukiibi’s actions were prejudicial to the interests of both the district local government and the affected individuals.

In a separate count of abuse of office, Mukiibi is accused of entering retrospective hire dates and activating retroactive pay on the IPPS, which led to the payment of fictitious salary arrears to the six beneficiaries.

The suspect is expected to be arraigned before the Anti-Corruption Court to answer the charges.
