Minister Namuganza cries foul after constituents miss out on PDM funds

Housing state minister, Persis Namuganza, has said technocrats at the forefront of promoting the Parish Development Model (PDM) programme in Namutumba district are being used to bring her down.
She accuses the technocrats of ‘deliberately excluding some parishes within her constituency from benefiting in the project’.
Namuganza, who is also the Bukono County Member of Parliament in Namutumba district, wondered how residents within parts of her constituency had not got the sh17m per parish despite forming and presenting details of their various SACCOS for support.
She made the outcry during the popularisation of the PDM among district councillors, heads of departments, and executives of the special interest groups (women, youth, elderly and people with disabilities) at the Basoga Nsadhu Memorial Technical Institute in Namutumba Town Council on Friday.
A source, who spoke on the condition of anonymity, said the entire Ivukula Town Council, which hosts Namuganza’s residence, comprises seven parishes, but none qualified.
The source added that all of Namuganza’s political strongholds, such as Ivukula Town Council and Ivukula Sub-County with eight parishes, never got this money.
“I have not used my influence as a minister and area MP in this programme purposely to avoid mixing politics with it, but we are not all fools. What I noticed is the same with councillors, but whoever messes up with the PDM will go away because they are dividing our people,” she said.
