The Minister of Local Government, Balaam Barugahara, has hailed the medical team at Busiu Health Centre IV in Mbale district, who he found on duty in the wee hours of Thursday, July 16, 2026, serving patients diligently.

Barugahara, who made an impromptu visit at the hospital with the joint security team, said on his X-platform that the team's dedication and commitment to saving lives was truly appreciated.

"On Thursday morning, accompanied by the Regional Internal Security Officer, officers from Criminal Investigation Directorate, and the State House Anti-Corruption Unit, we conducted an unannounced inspection at Busiu Health Centre IV. I commend Dr Bernard Mawumbe, Dr Isa Mustafa Balayo, the midwives, nurses, and all health workers I found on duty. Your dedication and commitment to saving lives are truly appreciated,” Barugahara stated.

He added; “Our inspection revealed that Busiu Health Centre IV is overwhelmed by the growing number of patients. The facility urgently requires expansion, additional health workers, and more medical equipment to improve service delivery and meet the healthcare needs of the people.”

The Minister said access to quality healthcare is a constitutional right of every Ugandan. “The Ministry of Local Government will work closely with the Ministry of Health and other stakeholders to ensure that this critical facility receives the support it deserves,” he stated.

Barugahara hailed all public servants serving with integrity. “To those who neglect their duties or misuse public resources, be warned: our unannounced inspections will continue. Every Ugandan deserves efficient, accountable, and people-centred public services. Together, let us build a cleaner, more transparent, and more effective local government system,” he stated.

The Minister is currently carrying out inspections on local governments in eastern Uganda. Several district engineers have been arrested over shoddy work, and a Chief Administrative Officer (CAO) was recalled back to the Ministry of Local Government pending investigations.

Several road projects under the local district administration have since intensified across the country as district staff panic.

Last week, while in Bulambuli district, Barugahara said better service delivery is a constitutional right of every Ugandan.

“Public officers entrusted with serving our people, including the CAO, the District Health Officer, the District Education Officer, and other local leaders must carry out their duties with integrity, diligence, and accountability. Those who are neglecting their responsibilities should take this as a warning. Inspection and assessment visits will continue across the country, many of them unannounced,” Barugahara stated.
