The Kampala Capital City Authority (KCCA), through the Ministry of Kampala Capital City and Metropolitan Affairs, is committed to the aspirations and implementation of the National Resistance Movement (NRM) manifesto as evidenced by the number of city-wide interventions and projects being undertaken in Kampala KCCA's role in the implementation of the NRM manifesto is evidenced
in a number of citywide interventions and activities that, including
1. Infrastructure development - roads
2. Infrastructure development - drainages
3. Construction of markets
4. Pest control
5. Revenue mobilisation
6. Zero tolerance to corruption
7. Social economic empowerment
8. Commercialisation of agriculture

Manifesto Pledge
Construct 35km of roads in different divisions using government funding.

Implementation status
KCCA has, with funding from the Government, the Uganda Road Fund and development partners, tarmacked and reconstructed or upgraded to bitumen standard a total of 98 roads, with a total
length of 137km as follows:
- From murram to tarmac 54 roads with 60.12km
- Reconstructed 44 roads with 77km

KCCA continues to annually:
- Maintain over 616km of paved roads
- Maintain over 728km of unpaved roads

Ongoing Road Works
- Resurfacing of the Old Taxi Park. The park accommodates over 379 taxis and is a major transport hub in the city
- Dualling of John Babiha Avenue (1.45km), Central Division
- Reconstruction of the Nakawa- Ntinda road (2.82km) in Nakawa Division
- Tarmacking of the Kulambiro Ring Road/Najjera Spur (5.52km) in Nakawa Division
- Tarmacking of Kabuusu- Bunamwaya-Lweza road (8.5km)
- Reconstruction of Lukuli Road (7.71km), including signalisation of Lukuli/ Namasoole/ Kayembe junction.

Manifesto Pledge
The NRM government to make a deliberate effort to rejuvenate the passenger rail services

Implementation status
- Re-launched in 2018, the passenger train service transports over 2,000 passengers daily between Kampala and Namanve, giving a big relief to the traffic on the
Kampala–Jinja highway
- The feasibility study for expansion of the service route from Kampala to Port Bell and Kampala to Bujjuko has been completed. Funding is needed for implementation.
Manifesto Pledge

Upgrade and signalise key junctions and road links in the city under the second phase of the Kampala Institutional and Infrastructure Development Programme (KIIDP II) in line with the five-year development plan (2013/14 -2017/18). A total of 28 junctions will be upgraded.

Implementation status
The 21 junctions that have been signalised and functional:
- Nateete
- Nakawa
- Wandegeya
- Jinja road–Lugogo Bypass
- Lugogo Bypass–Upper Kololo
- Lugogo Bypass–Naguru road and Upper Kololo - Wampewo
- Three junctions on Makerere Hill road
- Fairway Junction
- Three junctions on Kira Road
- One junction at Bwaise - Mambule on Bombo Road
- Three junctions on Hoima Road (Bakuli - Nakulabye section)

Project for the improvement of traffic control in Kampala capital city using a Government of Japan Grant to the Government ($23m). This will involve removal of roundabouts, improvements to the geometric layouts, junction improvements, reconfiguration and signalisation of 30 junctions across the city and construction of Kampala Traffic Control Centre at City Hall. This project has a duration of 24 months and commencement is being delayed by the current COVID-19 lockdown

Strategic Studies Undertaken to support infrastructure development
The following technical studies have been undertaken:
- Multi-Modal Transport Master Plan for Kampala Metropolitan Area (2018). Provides the required infrastructure investments in roads, transport and drainage management up to the year 2050.
- The Kampala Drainage Master Plan (2016). Gives short, medium and long-term drainage improvements priorities for Kampala.
- The Kampala roads street lighting master plan (2019) to guide related investments.

Manifesto Pledge
- Work with the private sector to construct multi-level parking facilities/ transport terminals.

Implementation status
- With support from the Netherlands enterprise Agency, RVO of the Netherlands, KCCA is to undertake preparation of a master plan and feasibility study of introducing multi-level parking facility and a modern transport terminal at the Old Taxi Park area.

Manifesto Pledge
Construct a bridge linking Nsambya junction with the city centre (Nasser/ Nkrumah) to ease the pressures on road space. This was expected to be financed by the Chinese government.

Implementation status
- Construction of the Nsambya bridge has been included in the Annuity Project to be financed by the UK Export Finance Facility
- The project is under negotiations and expected to start FY2020/21.

Manifesto Pledge
Reconstruct and upgrade Ntinda Industrial Area road network to concrete standard.

Implementation status
- Reconstruction of the Ntinda Industrial Area road network has been scoped and included in the Annuity Project to be financed by the UK Export Finance Facility.
- The project is under negotiations and is expected to start FY2020/21

Manifesto Pledge
Construct flyovers at Kitgum House and Clock Tower with Mukwano Road being widened to a dual carriageway under financing from the Japanese loan to the government, government funding and African Development Bank.

Implementation status
- Phase 1 of the project for civil works for the Construction of the Kampala Flyovers over Kitgum house and Clock tower and dualling of Mukwano road commenced in 2019 and currently at over 17%. The Project completion time is 24 months
- UNRA is the implementing agency of construction works and KCCA are the implementing agency for operations and maintenance of the fly over
- The Project is financed by Japan International Co-operation Agency (JICA).

Upcoming Road Construction Projects
The Kampala Road Rehabilitation Project ($288m) to be financed by the African Development Bank The project will involve
a) Road construction civil works: road widening, improvements to the geometric layouts, junction improvements, pavement upgrades (civil works), NMT Infrastructure, associated landscaping and drainage works
covering a total road length of 69km across the city.
b) Introduction of scheduled Eco Bus Services
c) Institutional capacity to KCCA through purchase of road maintenance equipment
d) The Kampala street lighting project
e) With support from Agence Française de Développement (AFD), KCCA completed the feasibility study for the Kampala Lighting Master Plan.
f) KCCA requires sh280b to implement the project which will
include the installation of 20,000 street lamps across the city.

Manifesto Pledge
KCCA to increase working places in the city by constructing more public markets.
a) Procure land for Kasubi, Kansanga, Nakulabye markets.
b) Develop funding proposals: Usafi, Ntinda, Ggaba, Kitintale, Bukoto and Nabutiti.
c) Construction of markets in Kasubi, Nabutiti, Ggaba, Kitintale, Bukoto
d) Redevelopment of Nakawa market will create 22,800 work spaces.

Implementation status
a) Procured land and completed construction of Kasubi Market for 1,500 vendors
b) Funding proposal still being developed for Ggaba, Ntinda, Bukoto and Usafi
c) Commenced construction of Kitintale market for 2,000 Vendors
d) Nakawa Market redevelopment under the Kampala-Jinja expressway project and to start FY 2020/21

Manifesto Pledge
Undertake fumigation and pest control in public areas, including markets and health units and enforce proper hygiene in public places such as restaurants, butchers, hotels and industries.

Implementation status
KCCA continues to undertake to:
- Inspect places of public interest, including restaurants and hotels
- Issue on average 20,000 certificates for food handlers annually
- Control the spread of pests in homes across the City
- Put to sleep stray dogs
- Fumigation of public markets against mosquitoes and crawling insects
- Enforce proper food handling standards across the city

Presidential Strategic Directives Security
Working with the Kampala Metropolitan Police, KCCA continues to ensure security in the city. The following have been undertaken:
- Installation of Closed-circuit TV camera
- Enforcing of trade order
- Elimination of criminal gangs, such as Kifeesi
- Installation of street light in sections of the city (Makerere Hill road)
- Currently undertaking deliberate efforts to regulate the boda boda industry

Commercialisation of agriculture
To commercialise Urban farming, boost incomes and food security KCCA established the agricultural resource Centre at Kyanja to provide inputs to urban farmers, as a demonstration centre and training of farmers on adoptative modern farming techniques. In the period between 2016 and March last year:
- Over sh5.2b disbursed towards commercialising agriculture in Kampala
- Over 4,600 urban farmers supported with inputs and new farming techniques
- Over 3,300 farmers provided with on farm advisory services in crop and animal production
- Over 250 women supported to start mushroom growing projects
- Promoted fish farming as a viable commercial enterprise and
currently working with 53 fish farmers

Address service delivery issues:
Health-Sanitation
- Continues to collect 1,200 tonnes of garbage daily
- Set up five plastic collection sites across the city
- Introduced three private concessionaires in the collection and transportation of solid waste across the city
- Procured 135 acres for new land fill at Dundu Mukono to be operationalised under a public private partnership arrangement

Education
- Completed construction of the nine classroom block and a four unit teachers’ house at Kansanga Secondary Seed School as a Presidential pledge 2015.
- This has increased the school enrolment to over 1,600 students
- Improved school sanitation in over 30 city public schools 650 new toilet stances constructed. This has reduced the pupil stance ratio from 1:101 (2012) to 1:58. (2019)
- Improved cooking facilities in 15 schools
- 50 teachers housing units constructed and rehabilitated
- A total of 540 stances of waterborne toilets were constructed or renovated in over 22 city schools

Employment Services Bureau
- Over 14,000 youth have been registered since inception in
FY2014/15.
- 4,000 youths trained on information and communications technology, life and social skills
- 600 job seekers connected to employment
- Launched the National Job- Matching Database tool with 532 job applicants and 12 companies

Youth
- Established the Kabalagala Youth Centre to support youth skilling and employment initiatives. Over 3,600 youths trained to date
- Under other different youth development initiatives, KCCA has impacted over 10,000 youth and 65,000 community members equipped with business skills and start-up capital
- With support from the United Nations Children's Fund, KCCA is implementing the urban social protection programme whose aim is to improve the social and economic inclusion and protection of girls, while ensuring a safe, educated and empowered transition to later adolescence

Youth Venture Capital (YVC ) fund
YVC was introduced in 2011 with sh3.2b and aims at youth enterprise development, job creation and business skills training and development. In Kampala, the fund is managed
by Centenary Bank as a revolving fund and to date:
- Benefited over 13,293 youths
- Disbursed sh4.1b as loans
- Interest rate at 11% with 6.42% non-performing rate the lowest in the country among all government-funded projects

Youth Livelihood Project (YLP)
YLP targets the unemployed youth. KCCA started implementation
of the YLP programme in the FY2013/14 and has to-date
- Disbursed sh3.43b
- Benefiting 359 youth projects with over 3,956 youths
- Cumulatively, sh768,184,670 has been recovered accounting for a recovery rate of 22% Community Driven Development Project (CDD) Programme
KCCA continues to implement the CDD programme and in the period
2016-2020 the following have been achieved:
- A total of sh3.02b has been disbursed
- Benefited over 1,039 groups with 15,833 members
- Annually conducts over 50 community sensitisations engagement and predisbursement trainings in all divisions across the across the city

The Uganda Women's Entrepreneurship Project (UWEP)
This programme aims at improving women access to financial service and equipping women with skills for enterprise growth, value addition and marketing of products and services.

In Kampala, this programme started in FY2015/16 and to date:
- Loan portfolio of sh1.84b
- Benefiting 405 women groups with over 1,350 beneficiaries
- Sh372m has been recovered
- Conducted joint and routine monitoring for 156 UWEP funded groups

Major Challenges
- Inadequate financing for key infrastructure and city maintenance programmes
- Old and dilapidated buildings, schools and health infrastructure
which requires a lot of money to maintain
- Vandalism of public assets (solar batteries)
- Enforcing security
- Misuse of public infrastructure like walkways and drainage structures used for dumping of garbage leading to high maintenance costs.
- Lack of an efficient public transport system which has led to an increase in use of private cars and motorcycles (boda bodas) and hence traffic congestion.
