Kisoro district officials arrested over sale of jobs

Five Kisoro District Local Government officials, including the district speaker and the chairperson of the district service commission (DSC), have been arrested over allegations of soliciting and receiving money from job applicants in exchange for purported assistance in securing employment.

The officials were arrested on August 21, 2026, by officers from the State House Anti-Corruption Unit (SHACU), working together with the Criminal Investigations Directorate (CID).

In a statement, SHACU said those detained included Amos Hakizimana, the district speaker; Erastus Nshaka, the DSC chairperson; Richard Turamuhawe, a DSC member; John Mfitumukiza, a district councillor; and Alphonse Muhanika, an alleged broker and middleman.

“Two other suspects, including Francesca Mugisha, the secretary DSC and one Alex Matata, a teacher and middleman, are on the run,” SHACU said.

Preliminary findings indicate that between October and December 2025, the suspects, together with others still at large, allegedly solicited and received approximately sh200 million from various job applicants.

 



SHACU said investigations were at an advanced stage and that, upon completion, the suspects were expected to be charged before the Anti-Corruption Court with corruption-related charges.

“The public is further encouraged to come forward and report any additional cases in which they were allegedly asked to or did pay money to the suspects or any other individuals in connection with securing jobs in the district,” SHACU stated.

The suspects were transferred to Kampala as investigations continued.

Kisoro district joins several other districts whose officials and members of the DSC have recently been arrested over alleged job sales. These include Kayunga, Jinja, Mukono and Gomba, among others.
