KCCA starts decommissioning Kiteezi landfill

WAKISO - Government has commenced the decommissioning of the Kiteezi garbage landfill.

The dumping site located in Wakiso district collapsed in August 2024, killing 35 people and displacing 280 others.

Kampala Capital City Authority Executive Director Sharifah Buzeki disclosed this on Friday, March 27. At the time, she was appearing before the Committee on Commissions, Statutory Authorities and State Enterprises (COSASE), chaired by Busiro East MP Medard Lubega Ssegona.

“We are no longer using that land for dumping…. We have now covered 14 acres, which we have decommissioned. In other words, that land is not going to be used by KCCA; it is going to remain there, and the waste management is no longer going to happen in that place,” Buzeki revealed.

“We got a grant from UN-Habitat, which is using the method they used in Ethiopia when they had the same problem, where they used the FUKUOKA method of stabilising, terracing and carpeting. The difference is that this time we are using a natural carpet and also doing gas capture and extraction so that the place is stable and not dangerous to the people around,” she added.

FUKUOKA is a land management system that, instead of letting waste decompose solely without air, which produces a foul smell, it introduces natural airflow into the landfill through installation of vertical and horizontal pipes.

Furthermore, Buzeeki said that 95 people had been compensated, with two pending, one of whom is abroad and has yet to initiate the requisite paperwork. She also pledged to furnish the committee with the corresponding evidence.

Ssegona appoints sub-committee on Kiteezi

After members queried the technical progress of the reported decommissioning exercise,  COSASE committee chairperson Medard Lubega Ssegona appointed a subcommittee to conduct a fact-finding mission and report their findings back to COSASE. 

Chaired by Mpindi Bumali, it will comprise Mwijukye Francis, Nangoli Gerald, plus Nkunyingi Muwadda, the Kyadondo East MP, where the landfill is located.
