IG orders Kigumba town clerk to refund sh32m

Upon verification of the accountability, it was found out that Kagara misappropriated sh32m.

KIRYANDONGO - The Inspectorate of Government (IG) has ordered Fred Kagara, the Assistant Town Clerk of Kigumba Town Council in Kiryandongo district, to refund sh32m.

The order was issued by the Deputy Inspector General of Government, Anne Twinomugisha Muhairwe.

According to IG’s press statement dated March 26, 2025, investigations conducted by their Hoima Regional Office revealed that Kagara while working as the acting sub-county chief of Kigumba sub-county, received revenue-sharing funds worth sh89.7m from Uganda Wildlife Authority (UWA).

The funds were spent on various activities, including reduction of human- wildlife conflict and improving the livelihoods of households in frontline villages.

Upon verification of the accountability, it was found out that Kagara misappropriated sh32m.

Muhairwe said that in line with Regulation 15(2) of the Local Governments (Financial and Accounting) Regulations, 2007, the misappropriated funds will be recovered from Kagara.

He is expected to deposit the funds to the Inspectorate of Government Assets Recovery Bank Account within 60 days (May 11, 2025) from the date of receipt of the refund order on March 12, 2025.

The IG remains committed to promoting public accountability and warns public officers to always stick to accounting regulations while executing their duties.
