The Inspectorate of Government (IG) has directed Nasser Mukiibi, the chief administrative officer (CAO) of Kamuli District Local Government, to immediately suspend the ongoing recruitment process.

The decision follows allegations of corruption, nepotism, favouritism, and the lack of a properly constituted district service commission, which were reported to the IG’s Jinja Regional Office.

The Deputy Inspector General of Government, Dr Patricia Achan Okiria, issued the order as the IG launches investigations into the credibility of the claims.

In a March 12, 2025 press release, Okiria emphasized the inspectorate’s commitment to upholding integrity in public service appointments and promised to hold those responsible accountable.

District service commissions play a pivotal role in public sector governance by managing appointments, employment regularization, and promotions within local governments.

Under Section 55(1) of the Local Governments Act, Cap 243 as amended, a key function of the district service commission is the recruitment of civil servants.

The forms of corruption in local government involve the abuse of entrusted authority, bribery, embezzlement, fraud, nepotism, and other forms of illicit activities that undermine the integrity and effectiveness of local governance.

Recently, former Kamuli district youth chairperson, Julius Mulamba, was arrested over allegations that he had demanded money ranging from sh80,000 to sh400,000, promising to enlist the payees as Parish Development Model (PDM) cash beneficiaries.
