Vice President Jessica Alupo has revealed that the government has allocated sh80 billion for the payment of five cows promised by President Museveni.

Speaking to the press at her home in Katakwi District, Alupo said the funds will be shared among beneficiaries in the Teso, Lango, and Acholi sub-regions.

She explained that the registration of beneficiaries is currently underway and is being handled by Chief Administrative Officers in the respective districts.

"To start, the agreed position of five cows per household in the three regions. A directive has already been issued to all the CAOs of Teso Lango and Acholi to start identifying the beneficiaries who will commence the program with that 80 billion Uganda shillings," Alupo said.

The Vice President further noted that government plans to allocate additional funding for the same program in the 2026–2027 financial year.

"As far as I know, as cabinet, we have already taken the decision to allocate resources for the coordination of that program next financial year," Alupo explained.

According to the deputy attorney general Jackson Kafuuzi, 11,056 people have been paid in the Teso sub-region to a tune of sh65.9b in the compensation arrangements.

He explained that Acholi has been paid sh43.6 billion to 4,836 people, while in Lango, they have paid sh48.7 billion to 12,389 people.

Despite Teso emerging as the region with the highest amount paid to claimants, it was not visible on the ground since even leaders were unable to tell who received the money. It's against that background that the president ordered that everyone be paid a flat rate of five cows under the program he called the rehabilitation and restocking program.

Geoffrey Omolo, the LC5 Katakwi district, said that the move is going to earn more votes in Teso in the coming election.

"The payment of five cows is what people have been asking and for Katakwi the team registering the first set of beneficiaries kicks off work on December 30," Omolo said.
