The Chief of Defence Forces, Gen. Muhoozi Kainerugaba, has appointed a new membership of the central committee of the Patriotic League of Uganda (PLU), introducing several new faces while retaining some key figures in the organisation's leadership.
Muhoozi, who also serves as PLU chairman and Senior Presidential Advisor on Special Operations, announced the changes through X, formerly Twitter, on Monday, June 15.
Among the notable changes is the replacement of PLU general secretary David Kabanda, the Kasambya County MP, with Tingey County MP Fadil Twalla, who has been serving as the organisation's coordinator for the Sebei sub-region.
“I will work closely with him to achieve our objectives. I thank Hon. Kabanda for his 3 years of excellent service. He set the standard high for the position,” Muhoozi said in a statement.
City businessman Frank Gashumba, who has been serving as PLU vice-chairperson for the central region, was replaced by the newly appointed Minister for Defence and Veteran Affairs, Kiryowa Kiwanuka.
Muhoozi also appointed Speaker of Parliament Jacob Marksons Oboth and Deputy Speaker Thomas Tayebwa to the committee, describing them as his "special envoys to Parliament".

The new committee also includes Trade Minister Sanjay Tanna as a representative of the business community and Kwame Ruyondo as a representative of National Resistance Army historicals.
Other newly appointed members are agriculture minister Frank Tumwebaze, Uganda Media Centre executive director Alan Kasujja and Hussein Kashillingi, the vice-president of the Association of European Attorneys.
Local Government Minister Balaam Barugahara, city lawyer Edwin Karugire, Igara East MP Michael Mawanda and veteran journalist Andrew Mwenda retained their positions on the committee.
“The rest will be announced soon,” Muhoozi said.
He also directed PLU vice-chairperson Michael Nuwagira, commonly known as Toyota, to organise the handover and takeover ceremony for the office of general secretary.
“All PLU Ministers and Members of Parliament must attend,” he ordered.
Kabanda, who remains a member of the committee, thanked Muhoozi for appointing him as the organisation's pioneer general secretary.
“It has been a great honour to serve,” he said, while congratulating Twalla and wishing him success in the role.
In a separate post on X, Kabanda said: “We are not in PLU for positions. We are here because we believe in its values and objectives. Our Chairman General @mkainerugaba founded it without positions in mind. We will only retire when those values and objectives are fully achieved.”
Twalla also expressed gratitude for his appointment.
“I am humbled by this great opportunity bestowed upon me by my chairman to take up this new role as general secretary of the Patriotic League of Uganda.”
“I pledge to serve to the best of the organization's expectations and as directed by my chairman. I pledge to ensure unity, strengthen our organization structures from top to bottom and ensure we have the strongest organization,” he added.
Muhoozi said PLU's strategic alliance with the National Resistance Movement is aimed at delivering results for Ugandans.
“Our members in the cabinet and parliament must follow the President's instructions to return to the grassroots and effectively monitor government programmes.”
He also said the organisation would support efforts to achieve President Yoweri Museveni's target of growing Uganda's economy to a $500 billion gross domestic product by 2031.
“Our task as PLU is to achieve President Yoweri Museveni’s target of a $500b gross domestic product by 2031. I will supervise all government departments to achieve that goal,” Muhoozi added.
PLU, formerly known as the MK Movement, was launched in Kampala on February 7, 2024, as a civic organisation aimed at mobilising Ugandans around the goals of national unity, peace and stability.
The MK Movement was initially formed in April 2022 as what its founders described as “a spontaneous and diverse group of Ugandans that rallied around Gen. Muhoozi to appreciate his military service and the service of his army comrades to the Republic of Uganda”.
