At the handover ceremony, Juma Witonze, one of the East African Legislative Assembly (EALA) MP contestants and a Muslim leader, handed over a Quran to Fadil as a symbol of guidance and peace from Allah.

In his remarks, Fadil commended his predecessor, Daudi Kabanda, for building and strengthening PLU in Uganda.

Fadil also laid out his manifesto, revealing that at the top of his agenda is fighting corruption, mobilising for PLU and NRM at large, adding that under his tenure, PLU members will actively monitor government programs, so that the health centres are equipped with medicine, schools serve the children properly, among others.

The speaker of parliament, Jacob Oboth Oboth, congratulated the outgoing PLU secretary general, Kabanda, for his tremendous efforts towards PLU.

Michael Nuwagira, aka Toyota, appealed to the PLU aggrieved members to forgive the outgoing Secretary General for all his wrongdoings, noting that they need to be strong and stand firm.

Nuwagira noted that PLU offices need to be open and accessible to every PLU member and not be restricted to a few members.

"In these offices, there are always people coming in and others leaving. I was in Mbuya comfortably, not knowing that I would be the speaker of parliament," Oboth Oboth said.

He commended Gen. Muhoozi for appointing Fadil as the new PLU secretary general, noting that no one knew that Fadil would be the new secretary, adding that God's ways are not our ways and his thoughts are not our thoughts.
