The Anti-Corruption Court has remanded Telvin Calvin Twinomugisha, a former intern at Wakiso district land zonal office, to Luzira Prison, for allegedly aiding and abetting the offence of abuse of office.

Twinomugisha was remanded yesterday (September 1, 2025) by Principal Grade One Magistrate Christopher Opit after he pleaded not guilty to the offence.

He is charged with Yusuf Kakerewe, a senior registrar of titles at the lands ministry in Kampala, who is accused of abuse of office.

The court issued criminal summons against Kakerewe after he failed to appear in court to answer the charge of abuse of office.

Under Section 10 (1) of the Anti-Corruption Court Act, the offence of abuse of office attracts a maximum sentence of seven years' imprisonment, on conviction.

Prosecution alleges that Kakerewe between December 17 and 23, 2024, being employed in Public Service as senior registrar of titles Ministry of Lands Housing and Urban Development in Kampala, in abuse of the authority of his office did arbitrary acts to the interests of his employer and the family of Nelson Kawalya, when in procedural impropriety he irregularly transferred land comprised in Kavule Kyadondo Block 156 Plots 11584, 11585 and 11586 in favour of Denis Sengo Mayanja despite an existing caveat on the land.

Prosecution further alleges that Kakerewe, between December 20 and January 6, 2025, in abuse of the authority of his office, did arbitrary acts prejudicial to the interests of his employer and the family of Nelson Kawalya, when, in procedural impropriety, he irregularly removed a caveat filed by Nelson Kawalya for the said land.

Meanwhile, Twinomugisha, on or about December 23, 2024, while performing his duties as an intern at Wakiso Ministerial Zonal Office, Ministry of Lands, Housing and Urban Development, presented a false memorandum of caveat removal to Kakerewe, thereby abetting the irregular removal of the caveat on the said land.

The magistrate adjourned the case to September 3, 2025, when Twinomugisha will apply for bail.
