COSASE set to begin inland oversight tour — chairperson

KAMPALA - Parliament's Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) is set to begin an inland oversight tour today (August 12).
This comes only days after the committee members returned from an oversight visit to the Kenyan port city of Mombasa.
There, they inspected several national assets under the ambit of Uganda Property Holdings Limited (UPHL) following reports that a client renting a nearby property had from 2022 failed to pay government rent amounting to sh4b billion.
Committee chairperson Muwadda Nkunyingi (Kyadondo East) announced the scheduled inland field tour on Tuesday (August 11).
This was prior to a long-drawn-out hearing with officials from the Uganda Human Rights Commission (UHRC) who were led by the entity’s chairperson Fauzat Mariam Wangadya.
“From tomorrow, we are going to conduct an inland field oversight. We are going to have two teams," he said.
One team will move to eastern Uganda, headed by committee vice-chairperson George Musisi (Kira Municipality) and the other will concentrate in central Uganda led by Nkunyingi himself.

“From tomorrow, we are going to conduct an inland field oversight. We are going to have two teams," he said.

The committee chairperson pointed said the National Water and Sewerage Corporation (NWSC) projects and UPHL are high on their agenda.
“The team for central Uganda, early tomorrow morning we shall visit the NSSF land in Temangalo to ascertain some details as per our previous engagements and then proceed to NSSF pension tower, NSSF Lubowa estate. Then, also inspect Uganda Clays.
“On Thursday, we shall be for NDA (National Drug Authority), National Medical Stores (NMS) both in Kajjansi and Entebbe. While Friday we shall be inspecting Uganda Investment Authority (UIA) industrial parks in Namanve and National Water and Sewerage Corporation,” added Nkunyingi.
He said the move is aimed at beefing their committee reports with evidential facts and in line with the approved work plan of the committee which he previously said amounted to sh2.769 billion during the inaugural meeting on July 15 this year.
It is understood that inland field visits attract per diem of sh400,000 per MP per day. With most, field activities lasting three to five days.
Foreign oversight trips attract per diem of $720 (sh2.68 million) per MP and $400 (sh1.5million) per staff member. Air tickets vary per destination.
