Cabinet: Ministers reassigned to new dockets

The changes, while retaining key figures at the top of government, saw experienced ministers transferred across crucial sectors including Health, Defence, ICT, Energy, Public Service and Internal Affairs.

President Yoweri Museveni has unveiled a new Cabinet for the 2026–2031 term, with several senior ministers reassigned to different government dockets in a major reshuffle announced on May 26, 2026.

The changes, while retaining key figures at the top of government, saw experienced ministers transferred across crucial sectors including Health, Defence, ICT, Energy, Public Service and Internal Affairs.

Among the most notable reassignments is Kiryowa Kiwanuka, who moves from the Attorney General’s office to become Minister of Defence and Veterans Affairs. Replacing him as Attorney General is Sam Mayanja, previously State Minister for Lands.

In the health sector, Chris Baryomunsi has been transferred from the ICT ministry to head the Ministry of Health, taking over from Jane Ruth Aceng, who has now been moved to the Ministry of ICT and National Guidance.

The reshuffle also affected the security and infrastructure sectors, with Kahinda Otafiire leaving the Ministry of Internal Affairs for the Ministry of Water and Environment.

Meanwhile, Katumba Wamala has been reassigned from the Ministry of Works and Transport to the Ministry of Public Service.

In the energy sector, Monica Musenero moves from the Ministry of Science, Technology and Innovation to become Minister of Energy and Mineral Development, replacing Ruth Nankabirwa, who has been dropped from Cabinet.

Balaam Barugahara also secured a promotion in the new Cabinet, moving from State Minister for Youth Affairs to full Minister for Local Government, a docket previously held by Raphael Magezi.

The reshuffle comes as President Museveni begins a new five-year term, with the latest changes expected to shape government priorities and implementation across key ministries.
