How ministers reacted to 2026-31 cabinet appointments

Several ministers appointed to President Yoweri Museveni’s new 2026-2031 Cabinet have publicly pledged loyalty, hard work and improved service delivery following the release of the new government line-up on Tuesday evening, May 26, 2026.

The ministers, in separate messages shared on their official X accounts shortly after the appointments were announced, thanked President Museveni for entrusting them with new responsibilities and vowed to serve Ugandans diligently.

Among the first to react was Balaam Barugahara, who was elevated from State Minister for Youth Affairs to Minister of Local Government. In an emotional message, Balaam thanked President Museveni, Gen. Muhoozi Kainerugaba and Gen. Salim Saleh for mentoring and supporting him.

“I serve a living God. I honor God, and I praise God. I will never disappoint you. We shall mobilise and serve our people parish per parish,” Balaam posted.

He also pledged to intensify the fight against corruption in the Parish Development Model (PDM) and other poverty alleviation programmes.

“There will be zero tolerance for corruption in PDM and all poverty alleviation programs during this kisanja,” he said, adding that he would work to ensure service delivery reaches every household.

Frank Tumwebaze, who retained the Agriculture, Animal Industry and Fisheries docket, also expressed gratitude to the President for reappointing him to the Cabinet.

“With utmost humility, I thank H.E Museveni for re-appointing me to cabinet,” Tumwebaze wrote, pledging “loyalty and total commitment to duty.”

He also thanked Gen. Muhoozi Kainerugaba for his continued support.

The newly appointed State Minister for Agriculture also thanked the President for another opportunity to serve the country, promising to protect the interests of Ugandans in the agriculture sector.

Meanwhile, Phiona Nyamutoro, who retained her appointment as State Minister for Energy and Mineral Development in charge of Minerals, said she was grateful for the trust placed in her.

“My gratitude to His Excellency Museveni for entrusting me with yet another opportunity to serve the nation,” Nyamutoro said.

She pledged to focus on mineral development and ensuring that Uganda’s natural resources benefit citizens and contribute to economic growth.

Meanwhile, Desire Muhooza, appointed State Minister for Agriculture, Animal Industry and Fisheries in charge of Agriculture, thanked the President for another opportunity to serve the country.

“Thank you so much Mr. President for giving me another opportunity to serve my country,” Muhooza posted, adding that she was ready to serve Ugandans while protecting their interests.

Also reacting to her reappointment was Diana Mutasingwa, who retained her position as State Minister in the Office of the Vice President. Mutasingwa thanked President Museveni for what she described as continued trust and confidence in her leadership.

“I remain committed to diligently serving Uganda. For God and My Country,” she posted.

The reactions from the ministers came hours after President Museveni unveiled the new Cabinet for the 2026-2031 term.
